Set Application Page as Home Page

Question

Hi,
I have tried the below codes to set application page as Home page, but it is not working.
I have called the site as http:/servername:2104, but is redirection to http:/servername:2104/default.aspx instead of http:/servername:2104/_layouts/kpi_plan/kpidashboard.aspx
$site = Get-SPSite http:/servername:2104
$web = $site.RootWeb
$folder = $web.RootFolder
$folder.WelcomePage = "_layouts/kpi_plan/kpidashboard.aspx"
$folder.update()
$web.Dispose()
$site.Dispose()
$assignment=Start-SPAssignment
$web=Get-SPWeb -Identity "http://servername:2104" -AssignmentCollection $assignment
$rootFolder=$web.RootFolder
$rootFolder.WelcomePage= "$rootFolder.ServerRelativeUrl _layouts/kpi_plan/kpidashboard.aspx"
$rootFolder.Update()
Stop-SPAssignment $assignment
$web.Update()
$web.Dispose()

Just tried out the code in a C# console application. In principle, the code works, as long as you set the url to a page in the site. Once I replace that page with an application page, it doesn't work anymore so I assume that that's not possible. Here's my
code:
using (var site = new SPSite("[site coll url"))
using (var web = site.RootWeb)
var folder = web.RootFolder;
//folder.WelcomePage = "SitePages/test2.aspx";
folder.WelcomePage = "_layouts/15/quicklnch.aspx";
folder.Update();
