Smoothing video in CS6

Question

hi I need an urgent help,
I have imported an FLV video in flash pro cs6 and now trying to add a script to make it look smooth when resized. I googled for days and couldn't found a straight answer, how can i use this code to smooth the video when resizing in flash profissional cs6, every time i get error about pacakaging
ERROR
Scene 1, Layer 'Layer 1', Frame 1, Line 2
1114: The public attribute can only be used inside a package.
Implementation
    public function get smoothing():Boolean
    public function set smoothing(value:Boolean):void
and when i put it in a package i get this error
package 
    public function get smoothing():Boolean
    public function set smoothing(value:Boolean):void

1037: Packages cannot be nested.
please help with just simple code to put in ActionScript3.0

Thanks you got my wheel rolling, but still no smoothing and I am getting an error, what could be the problem, is it because i embeded the flv file instead of load it as external?
