The iCloud icon on my ipad is not accessible.  What do I do to set up iCloud on my ipad?

When the new system hit my Ipad, I've had nothing but problems. The ICloud icon in setting is not accessible so I can use it to get my calendar back.  My calendar is completely empty on my ipad.  Any help?

Do you use restrictions? Settings>General>Restrictions>Allow Changes>Accounts.
