I tired reboot the phone and placing the DFU BUT still the phone reverts back to itunes logo and ucb connection sceen

Place the device in DFU mode, connect to the computer and restore.

    Could it be you don't have enough free space on your computer?
    Is the 27GB the available space on your iPad or in iCloud?
    How much space is used by your Other? You may be able to reduce.

    With an iOS device, the “Other” space in iTunes is used to store things like documents, settings, caches, and a few other important items.     Update: my PC USB hub was connected to a USB 3 port, I connected the 30 pin cable directly to my PC, And the restore worked just fine. Restored phone from iCloud backup and seems to be working fine.

    Reset the device:
    Press and hold the Sleep/Wake button and the Home button together for at least ten seconds, until the Apple logo appears.
    Then try updating the software again.
    If that doesn't help, tap Settings > General > Reset > Reset All Settings
    No data is lost due to a reset.

    Connect your iTouch to your PC then open iTunes, if iTunes does not recognize your device, try to hold the SLEEP Button and the HOME button at the same time (iPod Reset) for a couple of seconds until the "Charging Tone sounds, now you should be seeing your device name in the iTunes " Device List". If you do, just click RESTORE and iTunes will automatically restore your iTouch to original set-up and download the iOS6 update.

    It sounds like after having disconnected the iPhone physically during the update process, the phone appears to be stuck in recovery mode. If you have followed the onscreen image, and reconnected the device to your computer, then I would start by resetting the phone and trying again:
