I have $29 plus change in my apple account from a gift card for some time and now I cannot redeem this money to purchase songs
Two likely causes:
1. Have you changed countries somewhere in the process? The iTunes credit is only valid in the country it was issued.
2. Are you purchasing something like a gift for someone else? You cannot use Store Credit to make certain purchases.
If it's neither of these, make sure that money is in fact in your account (you would be able to see it in the iTunes Store page of iTunes on your computer if signed in with your Apple ID).

but Apple does state in a number of places that you cannot use a gift card to buy other gifts, including the purchase page in the Apple Store.

iTunes gift cards can only be used in the store in the country in which they are bought - so if you bought a German iTunes gift card then you will need a German iTunes account. If you haven't got a German iTunes account then do you know anybody with one who could give/sell it to ?

If you have an iTunes credit, any purchases will be processed against that credit first.

You can add a credit cart to your account. When you purchase somemthing, the gift-card balance will be used up first and then the credit card will be charged.

Go back to the article you asked this question from and use the link to contact the iTunes Store staff in the 'Additional Information' section. If you don't already have a valid rescue email address, you can't reset the questions yourself, and nobody on these boards can reset them for you.
Setting up a rescue email address requires correctly answering two of the questions.

It has just changed my number over.I would not be able to give you idiot proof guide, since different games are different. Some of them have icloud integrated already, but those already taken care of. Some of them use specific logins and once you log - you get your info. General recommendation is to contact support sites of those games for enabling icloud instructions or enabling of transfer. There are other purely apple ways - like sync your phone in itunes and then sync apps with ipad, but those are only one time transfer. There is another way that is not typically recommended - restoring ipad from iphone backup. It may transfer your game content, but once again sync in the future has to be done by game.
So if I were you, I would address that individually with every game provider. -

Yes, it will, unless you make a purchase which can't be done with a gift card, in which case the balance will remain and the entire purchase be charged to the credit card.
