TS3274 says iPad hasn't been backed up in 3 weeks.  Backups happen when this iPad is plugged in, locked and connected to wifi.  I did this, but nothing happens

I did not back up my iPad lately.  SO this message appears about not being backed up.  I have done what it says to do several times and it does nothing.
I plugged it into the wall outlet...no go, so I plugged in into the computer (Mac) and no go.   What can I do.  I can't even shut it down because it will not go past the message, no matter how many times I click OK. 

Try this.
Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up.
