Unable to see the table data

Question

Hi,
I was not able to see the table data but number of rows are giving the output. Please suggest me here what happened..
for ex:
SQL> select count(*) from TEST.EMP;
COUNT(*)
0
SQL> select table_name,NUM_ROWS from all_tables where owner='TEST' and table_name= 'EMP';
TABLE_NAME NUM_ROWS
EMP *87558*
If there is no data, Why NUM_ROWS are showing count as 87558

Query :
select table_name,NUM_ROWS, SAMPLE_SIZE, LAST_ANALYZED from all_tables where owner='TEST' and table_name= 'EMP';NUM_ROWS is the computation or estimation of the number of rows present when the table was last analyzed with an ANALYZE TABLE or DBMS_STATS.GATHER_TABLE_STATS command. That date (LAST_ANALYZED) may be 1 day or 1 week or 1 month or xx hours/days/weeks/months/years ago.
