Using in the Start With portion of a Connect By query

I'm trying to use a <> in the Start With portion of a hierarchical query (uses Connect By) and the performance is truly pathetic.
Does anyone know the reason why this would perform so poorly?
And does anyone have a solution for a work-around or better way of doing this?

A 'not equals' condition like that usually means either a full-table scan or an index full-scan - neither of which are screamers.
Would you provide some details about the table and the exact query?

    Unfortunately, you cannot do very much with your phone unless you get assistance from the previous owner, they should either provide you with the password to unlock it or remove their account from the phone entirely remotely through iCloud.com > Find My Phone.

    (Being sarcastic - its because only the US is big or important enough to warrant volume licensing....)
    At this time, until Apple decides to release volume licensing structures outside of the US the only solution would be to use your purchase orders with a company that sells the iTunes Vouchers and redeem those.
    However - even then its hard to stay on the right side of the EULA when the terms are all couched in reference to "Personal Use"
    I have spoken to some developers in the past about educational discounts, or even support for proxies, and wasn't really impressed with their answers.   But hey - even Adobe has trouble with proxies and consistent approaches - we can't expect independent developers to be able to match the same capabilities...

    You need to be aware that it may or may not work in the UK.
    If the phone does work in the UK, then you will not get any 4G coverage because the phones are not compatible.
    Also be aware that you have no warranty cover for your phone in the UK - iPhone warranty is NOT international so you have to take it back to the US.
    If you want an iPhone and you want to use it in the UK, then buy the phone in the UK and NOT the US.  You will get 4G and also EU warranty on the phone.

    you need to contact the provider of your old phone and find out 1) if the provider unlocks phones and 2) what the procedure is to get the phone unlocked.

    I would like to precise more things regarding the network.
    I did a case study for one customer and really to have good performances with SAP BPC client the network required the follow:
    Bandwitdth 1024kb/s
    Latency smaller than 200 ms between BPC client and BPC server
    Otherwise the users will experience problems:
    1. IBandwitdh < 1024Kb/s then to download 80 MB or more (templates + dimensions) will require a lot of time and that's means the login time will be very slow every time when a dimension is changed or security is process
    2. When an report is executed (a medium report not very complex report) around 100 mesage are send between bpc client and server. So if latency > 200 ms than a simple calculation is saying just into network it will be lost 200 * 100 ms = 20 s.
    So for a report which normally is taking 5 - 10 second it will take 30s or even more into client with latency bigger than 200 ms.

    I've never had a smartphone. I'm thinking of buying the unlocked iphone 3gs to use when I'm in the UK 2-3 (months a year). I would be using a pay as you go sim with a little data use included. All I need is the ability to call, text, email, blog, and check facebook. Would this phone be a good choice for me. I'm hearing that there are some problems with battery life on the iphone 4. Does the 3gs have those issues? Also what does the 's' stand for?

    You need to use View Criteria with the View Object attribute that has a LOV model.

    I have a german IPhone 5 bought in 09/2012. use it with German O2 carrier. now i'm in the US and I bought a prepaid sim from T-Mobile. but it does not work who can help me. normaly there should not be a simlock, because I bought the Iphone directly at Apple without any contract

    You have already activated the phone with the T-Mobile sim card in it, which is why the phone has become locked to T-Mobile and whilst the phone is locked to T-Mobile, there is no way to re-activate it with another sim card.
    It is not silly at all and this is where you needed to have done your research in full and ask those questions about the differences between unlocked phones and sim free/contract free phones and then you would have found this out.
    There is nothing else that you can do.  What you need to do is contact T-Mobile in the US and tell them that you purchased the phone from the US Apple store and activated it with their sim card and the phone is now locked and request that they unlock it for you.  They may do it, but mostly they may tell you that you need to wait 40 days before they will unlock the phone for you.  Unfortunately, whilst you wait for the 40 days you won't be able to use the phone and there is absolutely nothing that you can do.
    Also, if you are using this phone in Europe why on earth did you buy it in the US?  If you knew that you wanted to use the phone in Europe, why did you not go and buy the phone in another European country?  This would have made more sense, because countries like the UK sell unlocked phones in the Apple store and you will have EU warranty on the phone and you will most likely get 4G too, but with the phone you have now, you have found that you cannot use it and your warranty is only valid for the US and not the EU - iPhone warranty is not international.
    There is nothing else that you can do now except contact T-Mobile in the US and request an unlock, but until they will unlock you will not be able to use the phone.

    Either your phone is getting on wifi or you're using the cellular network to access the internet. If it's wifi, then you just need to connect the iPad to the same wifi. If you're using the phone's cellular connection to access the net, then you'll either need to get a tethering plan to use your phone as a mobile hotspot for your iPad, or get a device like the Mifi, which is a portable cellular wifi hotspot

    Even if a theoretical "best" modem might exist.....I think you would agree that it would be of little value if your provider did not support it in the event of connection difficulties.
    The best modem to use would be one that your Internet Service Provider supplies or supports.
    If your provider supports the Draytek Vigor 120, that product might be one to add to your "look" list.

    I have a document in Pages 09 that I need to have a title page. This page should have no page number so the numbers start on page 2. I have managed to get rid of the page number on the first page, but Pages keeps starting the numbers from 2 on the second page. I tried to set "Start at:" to 1, but that did have no effect. Is there any solution?
