Valdiation Check for postings to HBI accounts

Dear all
Can you please help me? We do now book HB I and HBII in different accounts in the same Leger. Now I have to create a validation as follows: Whenever in an document a user posts to an HBI account then its only allowed to use HBI accounts in all line items as counterparty in this document.  For the specification of the HBI account, we create a Basic set on the table GLT0 for field: racct , where we deposit all HBI accounts.
I created a validation in the callup point 2 where I set in the prerequisite: BSEG-HKONT IN HBI
and tried to check the account combination of the accounts in the Line Items with the same set. It is not working, the error message occurs every time.
I tried the validation in the callup point 3 for the complete document. But there I can not check the accounts.  Does have somebody an idea with a coding in the Exit of the Validation? Which callup point should I use?

Above my answer is wrong - sorry for that -- please see below for correct answer:
You can do one thing - you can insert one USER EXIT for this - that your ABAPer has to write the code - logic as below:
Insert the Exit in the Module Pool program: RGGBR000
Logic for the exit :
First take the account number from the first line item ( BSEG-BUZEI = '01')
Check that account with the Set using the Functional module : G_SET_FETCH
If it finds any GL then check the other line items and other GL'
