we are trying to rent a movie and it keeps prompting us to verify payment info and we have done this

I kept having this problem, reset my iTunes password, verified account information several times, all with the same (bad) result.  Finally, I actually went into the "Edit" section of my credit card and found that because I tried to access my account via another computer or device, i.e. Apple TV, I had to reenter my 3 digit credit card security code.  That fixed the problem for me.
