That is correct. Your music does not magically appear in other places. It will only be where you put it.
You buy one and only one download. You must move/copy/backup your music.
Copy everything from your old computer, or your backup copy of your old computer, to your new one.

Go to Program Files or on 64 bit systems Program Files (x86) and find the file NeatImage.8bf in the PSE9 plug-ins folder. Copy it to the PSE10 plug-ins folder.
Alternatively go to Program Files\Neat Image and copy the file from the source.

Did your backup include the iTunes Library.itl file that is the core of an iTunes Library, and if so have you restored it either to the default library location for your profile, or to another folder and then redirected iTunes to look to that folder for a library? Normally all you need do is backup the entire iTunes folder from the old profile's Music folder, then restore the iTunes folder into the new profile's Music folder.

Pick the entire drive>Get Info>Make sure you have read&write privledges and, of course, have added yourself. Either that, or pick all the files, and, once again, "Get info." You should be able to do this for a large group, not just file by file.

Depending upon what country that you are in (music can't be re-downloaded in all countries) then try deleting the incomplete tracks from your iTunes library and redownload them via the Purchased link under Quick Links on the right-hand side of the iTunes store home page on your computer's iTunes : re-downloading.
If you aren't in a country where you can re-download music or if they re-download in the same state then try the 'report a problem' link from your purchase history : log into your account on your computer's iTunes via Store > View My Account and you should then see a Purchase History section with a 'see all' link to the right of it ; click on that and you should see a list of your purchases ; find that album and use the 'Report a Problem' link.

Yes - I connected my phone to my computer / Itunes and went into the apps section, but from there I have no idea how to manage the push notifications. I even tryied going into itunes that is installed on my phone. I still cannot find anyplace to manage these popups. Just install it like you did the first time (do not try to transfer it from the old machine in any way) - you can download thru your account if you purchased it as a download originally - otherwise there is a link for downloading below. Your serial number should be available thru your Adobe account online if your registered the software previously.
