Why am I not able to authenticate using apstoken?

HI, I'm talking programmatically to our Crystal server now successfully, and logging in etc. But, we're running out of licenses. So, I want to "reuse" the apstoken. So, I get a token, and try and pass it in; however, I get a login screen when I do that with an invalid login.  Why is that?
Here's how I'm getting the token:
ILogonTokenMgr iLTM = enterpriseManager.getLogonTokenMgr();
            token = iLTM.createLogonToken("",
                    1000,
                    10000);
Then I pass it in on the argument line, just like the documentation says:
theURL.append("&apstoken=" + URLEncoder.encode(token);   
Any ideas why that isn't working and I get a login screen? I noticed the CMS seems to be running on 6400, but we're trying to run our reports across the wire on 6405, is that the issue?

Not sure what you mean by the apsname - the documentation says to do this:
http://<servername>:<port>/CrystalReports/viewrpt.cwr?id=152&ap
stoken=myAPS:A1B2
That's what I'm doing - yet, it works about 10 times, and then i start getting a "your system is out of licenses, try again later" error. I'm starting to pull my hair out on this one - I know my token is good, because if I do this using the openDocument.jsp method, I do not run out of licenses. We only have ten, and I can sit there and launch 20+ reports.
So, I'm not sure how I'm supposed to do this with the viewrpt.cwr method.  Here's my ACTUAL url I'm using, with server id's masked of course:
I get the token by logging onto http://ourserver:6400 and getLogonTokenMgr
Then, here's the actual url:
