Why does PSE7 close when sending an attachment or photomail?

Question

Running Windows XP. Have more than enough ram.
When I attach a photo all goes well until the "New Message" window pops up, then I get a message that PSE encountered a problem and has to close.
I have run PSE7 as an administrator and I do not experience this problem, but all my tags and photos only show when I sign on as me.
Any help would be GREATLY appreciated.

Sigh, then it's most likely not a file-permissions problem.  Some people have reported that on Vista, running PSE with Administrator credentials (via right-click, Run As Administrator) fixes crashes when sending mail.   But on XP, there should be no difference between running PSE with Administrator credentials via Run As versus running in an account that's a member of Administrators.  But you can quickly verify that: Right-click the PSE icon and select Run As, then choose Administrator as the user.
Assuming that doesn't work, there is something else about your account that PSE chokes on.  It could be some account-specific preference or state files created by PSE (which often soils its own files), or it could be something to do with your selected mailer (which is?).   You could try uninstalling PSE, removing all traces of it manually, and then reinstalling with all background services including anti-virus disabled:
