Will it work in 2 respects:
1.charger
2.cellular compatibility

The charger works from 50-60HZ, 100-240V AC power.

You should be able to turn it off on the iPad by using 'a tap-to-select and then double-tap to activate/type process' and 3 fingered scrolling to go into Settings > General > Accessibility and turn it 'off' (so to use the 'slide to unlock' tap the slider and then double-tap it, and to type your passcode tap a digit and then double-tap it etc), or you can do it by connecting to your computer's iTunes : http://support.apple.com/kb/HT4064

Try this - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. Some things to try first:

Some Wi-Fi losses may stem from a problematic interaction between Wi-Fi and cellular data connections. Numerous users have found that turning off Cellular Data in Settings gets their Wi-Fi working again.
You may have many apps open which can possibly cause the slowdown and possibly the loss of wifi. In iOS 4-6 double tap your Home button & at the bottom of the screen you will see the icons of all open apps. Close those you are not using by pressing on an icon until all icons wiggle - then tap the minus sign. For iOS 7 users, there’s an easy way to see which apps are open in order to close them. By double-tapping the home button on your iPhone or iPad, the new multitasking feature in iOS 7 shows full page previews of all your open apps. Simply scroll horizontally to see all your apps, and close the apps with a simple flick towards the top of the screen.

Hi, I have an iPad that is not able to connect to any of the Cisco wireless access points at work. The iPad is on the latest iOS 5.0.1. I did a reset on the iPad and erased all content and settings. The wireless network I'm trying to connect uses WPA2 Enterprise encryption. I'm able to connect to a Verizon mifi device so I know wireless is working. It seems like it's just not getting the certificate. I'm able to connect to our wireless network from other iPads just fine except for this one device. Applecare Senior Advisor Txx Bxxx (I have his contact info in an email he just sent) just confirmed with me that the problem people are having with the App Store not loading is an apple issue with there servers, ITS NOT YOUR IPAD so don't go restoring it! It's not happening to everyone however but they are looking into it, its really hit or miss.

This works for some users. Not sure why.
Go to Settings>General>Date and Time> Set Automatically>Off. Set the date ahead by about a year.Then see if you can connect to the store.

Please read this whole message before doing anything.
This procedure is a diagnostic test. It’s unlikely to solve your problem. Don’t be disappointed when you find that nothing has changed after you complete it.
The purpose of the test is to determine whether the problem is caused by third-party software that loads automatically at startup or login, or by a peripheral device.
Disconnect all wired peripherals except those needed for the test, and remove all aftermarket expansion cards. Boot in safe mode* and log in to the account with the problem. The instructions provided by Apple are as follows:
Shut down your computer, wait 30 seconds, and then hold down the shift key while pressing the power button.
When you see the gray Apple logo, release the shift key.
If you are prompted to log in, type your password, and then hold down the shift key again as you click Log in.
*Note: If FileVault is enabled under OS X 10.7 or later, or if a firmware password is set, or if the boot volume is a software RAID, you can’t boot in safe mode. Safe mode is much slower to boot and run than normal, and some things won’t work at all, including wireless networking on certain Macs. The next normal boot may also be somewhat slow.
The login screen appears even if you usually log in automatically. You must know your login password in order to log in. If you’ve forgotten the password, you will need to reset it before you begin.
There will be no audio output in safe mode. The question to be answered by the test is whether any devices are listed in the Sound preference pane. After testing, reboot as usual (i.e., not in safe mode) and verify that you still have the problem. Post the results of the test.
