WSPUBLISH not working after patching Discovery V2 system to SPS 15

Question

All,
We have a eSOA Discovery (V2) system that we recently patched to SPS 15.  As you all probably know with SPS 14 SAP deployed a new SOAP runtime engine and obsoleted the use of WSCONFIG.
I have followed all the installation, post installation, and configuration guides as well as check multiple blogs posted here on how to set up SOAMANAGER. 
I am attempting to expose a BAPI as a Web Service to be called by a remote system.  I've successfully used the wizard to create the web service, but cannot get the web service to publish.
I am still running into the following error message when I attempt to publish a BAPI based web service I've created on the ABAP stack:
Error retrieving Services Registry (SR) version information.
SOAP:1,007 SRT: Unsupported xstream found: ("HTTP Code 404  : Not
Found")
Within the SOAMANAGER tool I've found the following additional error information:
Error Error CL_SOAP_HTTP_TPBND_ROOT HANDLE_STATUS_CODE SOAP Transport Binding for HTTP Protocol Received return code 404 ( Not Found )
Error Error CL_SOAP_RUNTIME_CLIENT EXECUTE_PROCESSING SOAP Runtime A SOAP Runtime Core Exception occurred in method get_http_headers of class CL_SOAP_HTTP_TPBND_ROOT at position id 3 with internal error id 1007 and error text SRT: Unsupported xstream found: ("HTTP Code 404 : Not Found") (fault location is 1 ).

I've checked our J2EE installation (including XI) and there does not appear to be a services repository to publish to (in other words
htttp://<server>:51000/sr
does not exist and returns a 404 error.
My SM59 connection is set up as follows:
RFC Destination     CE_PUBLISH
Connection Type  G  HTTP Connection to External Serv  Description
Target Host     iwdfvm2160                              Service No. 51000
Path Prefix     /ESRegistryWS/BasicAuthConfig?style=document
and includes the user id/password of J2ee_admin
My LPCONFIG is:

Logical Port    DEFAULT
Description     Default WSSI Port for Registry

My WSPARAM settings are:
UDDI Name: IWDFVM2160     Logical Port Name: DEFAULT     Primary: True
Can anyone help?  Do I have to upgrade the XI component of the Discovery server to PI 7.1 in order to obtain a Service Repository to publish to?
