XML issue

Question

I trying my hands on xml i am new to xml and learning i read the code and tried executing it :

tried to insert
INSERT INTO XMLTABLE

got error
ORA-22285: non-existent directory or file for FILEOPEN operation

Is the folder specified in the CREATE DIRECTORY command existing and readable/writable by the operating system user under which the Oracle database service is running?
What are the operating system permissions given on that folder ?
Performing the READ/WRITE GRANT from the SQL is not going to give the write/read privledge on the operating system folder as well. That you will have to set and verify outside of the Oracle environment.
