Have you contacted iTunes Support and asked them why it's appearing ? If not then you will need to do so (we are fellow users here on these forums, we won't know why) :

I have been getting the same message as well on any transactions I have tried to place. I attempted to contact iTunes support, but was only allowed to leave an email regarding this problem. I will keep you posted if I hear anything.

Yea, its just wanting you to contact Apple so you can speak with iTunes Support so they can verify your identity and make sure nobody is trying to use your account unauthorized. Call 1.800.275.2273 or go through the Express Lane to send an email to iTunes support

When I try to purchase more gems when playing The restaurant Story, I have a problem. I get a message to contact ITunes to complete the transaction. This is an internal problem and has nothing to do with my accounts credit card or anything. I had this problem before and it took forever to get it corrected. I could not even get a response from Itunes. I had t contact Apple and they contacted Itunes and it was corrected immediately. It has worked fone for the past couple of months but now it is back to the same thing. Has anyone else experienced this problem and if so what did you do to correct it?

Oh, and I would love to contact support but they are never open for business when this happens to me so I was hoping someone knew what the heck was going on. I love my ipad and hate that I can't get the in app purchases that I need in order to advance to the next level to buy if I don't want to start the whole game again!! Please help. I am trying to buy Fanta Points in a game called Fantasica, however, when I try to make a purchase, after I am prompted to give my Apple ID and password, it gives the message, "Please contact iTunes Support to complete this transaction." I don't understand why I get this message, because I am able to make one purchase, but when I try to make another, that is when I'm prompted and am no longer able to make any purchases for several days.
