10.4 server to 10.5 server - netinstall no longer works

Question

As it says, I upgraded my OS X server (dual core G5) from 10.4.11 to 10.5.1 and now it's up to 10.5.2. Ever since going to Leopard, I haven't able to get my NetInstall to work. The service is running but I can't get a mac to boot off of the server so I can image it.
This what I can pull out of my logs:

First off there is no bootptab file in etc on my server. I did some googling and found some posts in the DHCP side of Apple's forums relating to the bootpd.plist file (also in etc). I took a look at it but I can't figure out where the error is. The other posts mentioned reducing the reply threshold from 10 down to 0. I took a look at that file and I don't have that line and can't figure out where I would put it if it was needed. I should also mention that I don't run the DHCP service on this server as there is another group here that handles that.
I'll post the contents of bootpd.plist in the next post so as not make this one ungodly long!! heh
