App Store forcing me to purchase same game twice on different devices

I have an iPad and an iPhone. Both are logged into the App Store with the same account.
I purchased a game on my iPad, but I also want to play it on my iPhone when I don't have my iPad with me. I was under the impression that purchases are tied to your account and not to your device. However, when I search for the game in the App Store, it says it wants me to pay the game's full price again.
How do I fix this?

Robert, I have done your suggestion and the game is not there.
To ensure I am using the same Apple ID, I have one to Settings > iTunes & App Store. The Apple ID being used is the same.
I suspect the problem is I recently changed the email associated with my Apple ID using appleid.apple.com. I suspect there are bugs there.

Have you tried downloading the shows via the purchased tab in the iTunes app? That is where you will be able to find previously purchased TV shows. Try in there, but take note.
Note: Previously purchased TV shows are only available through iTunes in the Cloud in Australia, Canada, United Kingdom, and United States.

Purchased Garageband from App Store not showing in Purchases

I have purchased Garageband from the App Store and it downloaded seamlessly, worked well for the first few hours, on the next launch it wouldn't start unless i download some additional stuff of 1.6GB of size which i did. Once done and started installing it stops at some point before it completes installing and suddenly closes the application, when started again it askes for the download again. I did try downloading again, same scenario. Also, Garageband is not showing in my Purchases section of the MAS.
Any help is much appreciated.

You may need to, "unhide" the purchase.
Follow the instructions here > Mac App Store: Hiding and unhiding purchases
Try re downloading GB again ...
Open the App Store. From the menu bar click Store > Sign In
Click Purchases from the top of the App Store window.
Select which apps you want to re download. Then right or control click where you see Installed then click Install.
Make sure and use the same Apple ID used for the original purchase.

Prepaid cards or gift certificates should clear the balance, yes. You could also put in a credit card to pay off the balance, then remove the card information once the balance has been cleared.

The apple id connected with the app store for updates and purchases is outdated and will not change with the new apple id entered on my settings. how to change?

I have changed the apple id on my settings to reflect the current account for all our apple products.
But this is not changing when I go to the App store to make a purchase or install updates.
How do I get the app store connection on my IPAD to go to the apple id i am currently using.
Obviously just changing it on the settings was not enough.

Again, this only affects you if someone *redownloaded* content with a different ID. In my case, I emailed iTunes Store support, explained the situation, and they reset the counter. I recommend you try the same
If you read discussion boards, this is a significant change from a year ago, when Apple told people in the same situation to go f&$# themselves. Clearly it's dawning on them that this is a stupid policy, and my guess is if people keep complaining they'll change it to something more reasonable. Remember, it wasn't that long ago you couldn't re-download content at all.
Apple can't really afford to play hardball on this. Sure, the hardcore fanboys will always say "Thank you sir, may I have another" whatever Apple throws at them, but the rest of us will just switch to Amazon, which has none of these restrictions.

i just opened my ipad, started my apple account/I.D. and realized I put the wrong e mail. I was having trouble correcting my I.D on the Ipad so I went to my laptop and make the proper changes/slash e mail address I wanted for my apple ID. Sounds like you might have an Apple Store Gift Card instead of an iTunes Gift Card.
You can use your Apple Store Gift Card at the Apple Online Store or Apple Retail Store. iTunes Gift Card or iTunes gift certificates are for for purchases on the iTunes Store, iBooks, App Store, and Mac App Store.

No. They just want you to review your payment information.

You need to ask Apple to reset your security questions; ways of contacting them include phoning AppleCare and asking for the Account Security team, clicking here and picking a method for your country, and filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

another site/forum was saying to unmount bootcamp partitions and it started working properly.
im currently doing a permissions repair to see if that helps any -- worth a shot IMO.

You absolutely can just reinstall OS X Mavericks without having to erase and install. The steps to do that are almost the same as the only thing you do differently is that you do not go to Disk Utility to erase the drive. Just go to the Reinstall OS X option and pick your Hard Drive and follow the on screen instructions to get it going. Check out the article below for the step by step process.

i read soemwhere that it automatically gets credited back within 3-5 working days.
waited for more than 7 days but no credit was given back.
m feeling bad that i got charged without making any purchase.

Each time that you add or change the card details on your account (and possibly also if you change your name and address, as the card needs to be registered to the same name and address as on your iTunes account) you will be charged a temporary store holding charge to check that the card details are valid and that the card is active, but it should disappear within a few days or so (the amount of time that it takes will vary by card issuer) : store holding charge.
Give it a few more days, and if it still hasn't disappeared then try contacting iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption
