Auto restart failed fpr oracle VM guest

Question

Hello,
I have created a guest using below command and was able to get xm list:
# xm create testrac1.cfg
# xm list
Name ID Mem VCPUs State Time(s)
Domain-0 0 543 8 r----- 7226.7
testrac1 1 8192 4 -b---- 11.9
I have used below cfg file to create testrac1 guest
# cat testrac1.cfg
bootloader = '/usr/bin/pygrub'
disk = ["file:/OVS/seed_pool/OVM_EL5U3_X86_64_PVM_4GB/testrac1.img,hda,w"]
memory = '8192'
name = 'devrac1'
on_crash = 'restart'
on_reboot = 'restart'
vcpus = 4
vfb = ['type=vnc,vncunused=1,vnclisten=0.0.0.0']
vif = ['mac=00:16:3e:32:ca:d3']
When I restarted whole VM server then the guest created before did not come up.
# xm list
Name ID Mem VCPUs State Time(s)
Domain-0 0 543 8 r----- 7226.7
