BUTTONS!!!! Need Help

Question

I have created a set of simple buttons, but whenever the
mouse moves over the button it seems like the HIT area is behind
the OVER event. I posted the Not Ready For Primetime menubar for
you to see the problem firsthand at
Menubar.
As you can see that when in the HIT area the cursor is the
HAND but over the textbox the cursor is TEXT Insert icon and the
OVER event is not active. These are really simple buttons, so it
must be something simple - right.

Steps I used to create the button:
1. import thumbnail to library then place on stage
2. convert to button symbol
3. double-click to get button actions
4. add layer on top
5. create keyframe for OVER
6. draw filled rectange and cover with text (white)
7. create keyframe for DOWN (same layer as OVER)
8. change text color to red
9. create keyframe for HIT (same layer as OVER and DOWN)
10. draw 50% luminecent box for HIT area - wider than
textbox, but shorter
11. Add frames to Thumbnail layer (so it shows up on all
events)
12. double click to go back to stage
13. Enable Simple Buttons - looks great.
14. Test Movie - looks horrible.

Appreciate an answer quickly so I can take the ugly bar down ASAP.
