Very vague.
Please explain
Your ringtones should be where you put them.  You should store them in iTunes on your computer and you should always backup your computer.

    Tried to back them up from/to where ? If they are on your iPhone then you should be able to copy them over to your computer's iTunes via File > Transfer Purchases (File > Devices > Transfer Purchases on iTunes 11). But they won't be included in a device's backup.
    If you don't have a copy of them anywhere and they are still in the store then you can try contacting iTunes support and see if they will grant you a re-download (though there is no guarantee that they will) : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page

    I am confused. Do you mean you found the music, not the tones, or you can't find either?
    If the former, then this is normal. You can't redownload tones from the Cloud.

    Check to see if they are on your computer in iTunes. If they are, then all you have to do is sync them to your iPod touch by following the steps in the article below.

I have never owned an Apple product before -- I'm a newby!

    Aside form the limitation of LTE to the 700MHz and 2.1GHz bands (which rules out LTE in Europe I gather, at least as it stands now) the new iPad should let you use a GSM 3g/2g/edge network anywhere.  The CDMA Verizon model will only be able to use it's native CDMA radio band in the USA (that radio will be locked to Verizon), but it's international GSM radio is the same as the AT&T model.
    Keep in mind though that by far the cheapest option when abroad is to take advantage of free wifi as much as possible (well, that is always the cheapest option, since it is free).  I know several people who have taken their wifi-only iPads and iPad2s to Europe and said they did not find the lack of 3G really inconvenient at all as most towns had plenty of free or cheap wifi access all over the place.
    And in 3 years, your iPad will be at least 2-3 generations behind, LTE will have already been replaced by 5G or whatever the next new generation of cellular ends up being named (and the "young" kids will be wondering what the heck 3G even means or meant - dang that stuff was from the olden days!), and you can pitch that ancient piece of technology and start things all over again

    Tones
    You can't purchase ringtones and alert tones from your computer, but you can purchase them using your iOS device with iOS 5 or later. You can purchase tones on iPad, iPhone (3GS or later), and iPod touch (4th generation or later).
    To locate tones in iTunes on an iOS device:
    Tap the iTunes Store app.
    Tap Tones. If Tones isn't visible, tap More > Tones.
    Browse for tones. Once you purchase a tone, a dialog appears.
    Choose to set your new tone as your default ringtone or assign it to a contact. If you don't want to do anything with the tone, tap Done.
    Tones you purchase using your iOS device sync to your iTunes library when you connect your device to your computer. You can find tones on your device in Settings > Sounds.

    Welcome to the Apple Community Elizabeth.
    You should be able to access any book you have purchased from iTunes anywhere.
    Do you have settings > iBooks > Show all purchases turned on.

    Close All Open Apps... Sign Out of your Account... Perform a Reset... Try again...
    Reset  ( No Data will be Lost )
    Press and hold the Sleep/Wake button and the Home button at the same time for at least ten seconds, until the Apple logo appears. Release the Buttons.

    If no joy...
    Reset all settings
    Settings > General > Reset > Reset all Settings.
    This will return all iDevice settings to factory defaults... you will not lose any data.... But you will have to re-enter all of the device settings

    It looks like you will need to sync this data from your previous device. Take a look at the article below for more information.

    If you made a backup of these items on your Mac or PC, you can sync the items to your iOS device. You can't download these items again from iTunes in the Cloud.

    Did you purchase a ringtone?  Or a ringBACK tone?  They are two different things, and ringbacks are not downloaded to your phone, but managed on line via MyVerizon.
    If you purchased a ringtone, and the download did not occur, you can log on to MyVerizon and go to My Media, and it should be available to re-send to your phone.
    If not, call customer service, 800-922-0204, choose option 4, say "Agent" at the prompt, and you will be connected to a live person who can get this sorted for you, (When I called this morning I had NO hold time at all - I was connected immediately).
