Changing the RTP packetization rate and size

Question

Has anyone worked out how to simply change the packetization rates and payload sizes? I am trying to packetize a sound file (.wav or .pcm) to use 160 byte payload at 20 ms pacing. I have tried several suggestions with no luck. I have used all the tools I could find around here (TX, AVTransmit2, AVTransmitter, RTCPSocketPlayer) and have not been able to do this.
What would be great is a modified version of say, AVTransmit2 that can do this.

The change was made in this area of AVTranmit2. I changed the packet size and the codec. I also use a .pcm sound file (saved a wave file using windows sound recorder as 8000 pcm mono). I have several. I also modify the run time to match the length of the pcm file.
