Client sync fails unless on a IP address that has a Azure IP rule setup

Question

I've got a WPF client that syncs to an Azure SQL Server. It works fine as long as my customers are on an IP address that I happened to use and setup a firewall rule for. When they are on any other IP address the sync fails. 
Please help.

The Azure SQL Database firewall prevents all access to your Azure SQL Database server until you grant access from specific computers. Access via the SQL Azure firewall is based on the originating IP address of each request. Therefore, when performing the synchronization
to SQL  Azure server, we need to configure specific IP addresses in the Firewall Rules to allow access to the SQL Azure server, otherwise it will fail.
Besides, if you have an Internet connection with dynamic IP addressing, you could use one of the following solutions:
   • Ask your Internet Service Provider (ISP) for the IP address range assigned to your client computers that will access the Azure SQL Database server, and then add the IP address range as a firewall rule.
   • Get static IP addressing instead for your client computers, and then add the IP addresses as firewall rules.
