Confirmed delivery, credit card charged, then backordere​d

I placed an order for a TV, received a confirmed delivery date, and then a few days later,
the delivery was rescheduled for nearly 3 weeks later.  I took an entire day off of work
on the expected delivery date of tomorrow.
My credit card was fully charged, which is against Bestbuy policy stated here:

Best Buy does not charge your credit card until the item is shipped. If you used PayPal, your PayPal account was charged at the time you placed the order."

    Even tho iTunes is asking to confirm your credit card details, when you purchase something it will still draw from your iTunes balance first. I think it is just a security check to ensure no one else is using your account.
    This happened to me a couple of days ago but i simply conformed my details and entered my card security code then itunes took the payment from my account balance.

    I used to download apps with Apple ID on my Iphone without any problems until I used such ID to download appl on my new iphone. The problem was:
    + After signing in ID and password to download apps from store in my new iphone, I was requested to confirm my credit card information. All credit card infos appear except security code which I need to fill in. There is also a notification that the reason for asking my confimation is that this ID had been used for downloading apps on other devices.
    + Then, my credit card was deducted with 01 USD, despite that the appl downloaded is free one.
    + Checking credit card information in my account, I found that there is not any information about my credir card ( the field for filling credit card infos left blank) 
    So, I need your help to answer 2 question?:
    + Is that normal if I have to pay for credit card infos when downloading Apps in more than one devices ? If not, what was 01 USD above paid for?
    + Why there is no credit card infos in my account but I was still charged with that credit cards, and credit card infos that appear when asking me to confirm is right? There must be another place to keep card infos. Where is it ?

    I replied to them for a waiver., and they reply with quite a similar email again, without helping.
    The customer service IMO just use a template to answer question. Refer me back to the developer , which is apple itself

    It's not a temporary store holding charge as per the page that you posted from (you' haven't changed the card details on your account ?) and you've checked the purchase history on your account : if you log into your account on your computer's iTunes via the Store > View Account menu option, you should then see a Purchase History section with a 'see all' link to the right of it, click on that and you should then see a list of the purchases.
    If you didn't make the purchase, and nobody else has access to your account or devices and may have done so, then you can contact iTunes Support via this page : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption

    I had a credit card charge-off on an old secured card. The bank i had the card with reported it once and then I noticed that the collection agency that bought the debt reported it to bureaus a second time. Is that legal? I am in the process of disputing them on all three credit bureaus.

    There are 120+ countries that have iTunes Stores, but that leaves many that do not.  You can consult this document:  iTunes Store: Which types of items can I buy in my country?
    Opening in a new country requires a tremendous amount of legal, commercial and financial investment, but I am sure Apple would be interested in knowing where there is unmet demand.  If you wish to make suggestions to Apple, you can use the iTunes Feedback page.

    Apologize for the inconvenience !
    1$ charge is a test to ensure the authorization of credit card. This amount is returned to customer's account.
    Credit card information is not stored anywhere with us. We just have the last four digits of the credit card with us. Rest of the information is deleted from the system after use and instead a token is used which is secure and is not customer's credit card number.

    Thank you everyone for the replies. It defiantly helped point me in the right direction. With any luck, I will have my replacement phone sometime tomorrow.
    I was able to call the iPhone support line this morning. The Apple rep stayed on the line with me for about an hour until he was sure the new phone would ship out. For $199 plus $29 for expedited handling I was able to get the replacement ordered with overnight shipping. Since the replacement doesn’t involve ATT&T I have no reason to suspect any further delays. Kudos to the Apple rep that helped me straighten out this mess.
    It’s a shame that AT&T cares so little for their existing customers. Not only did they try to sell me the same phone for $499, they outright refused to help me. They also lied to me on numerous occasions and strung me along for close to three weeks for something that only took an hour to complete with the Apple rep.
    I filed a formal complaint against AT&T through the Better Business Burrow as well as requested a review of our cooperate contract with AT&T. Our company currently has over 3000 phones with AT&T and there contract comes up for bid the end of our fiscal year (this October). We will be giving it heavy consideration before we consider renewing their contract.
    I doubt that any of that will matter to a company that cares so little about their customers, but you never know.

    My account has been hacked and my credit card charged by the hacker and all Skype has to say about it, is that I need to wait 72 hours for them to look at my query? I cannot log into my account. I have filled in the support form, but I haven't received an email notification from Skype that I have submitted it. I'm guessing that's because my account is now in the use of someone else, as the hacker changed the account over to his email address. I know he did that, as I got a notification of changing the email address at the same moment as I was logged out of Skype.  I use Skype professionally and this issue is causing me a world of trouble. The fact that Skype is a paid service ought to mean that there is better support than 'we will look at it within 72 hours.' 

    So nearly 24 hours later, and still no information either in this forum or via email notification from Skype.  Does this mean that Skype is instead communicating with the person who hacked my account? Since the hacker now has my account registered with their email address, It seems that's the most likely situation, given the unparallelled course of incompetence I'm experiencing from them.  If Skype had taken action on this right away (the moment I made the complaint, which was minutes after my account was hacked) the charge that the hacker made on my credit card would not be lost due to his usage of my account. But apparently, stopping fraud is so low on Skype's agenda that this can go on and on. If I had not been on Skype when it happened (prompting me to instantly block my credit card) there would have been nothing to stop the hacker from making multiple charges to my card, potentially running into the hundreds of dollars.  Instead of action to deal with my problems, I'm receiving notifications that I have earnt 'a new rank' in the Skype community. Whoop-dee-bleedin'-doo!
