Do I have to pay for non-warranty iPhone 5 troubleshooting at an authorised apple centre?

My phone bricked yesterday when I try to update to latest iOS. It just went blank/black and won't turn on. I tried everything, including restoring, recboot, etc..
So today I decided to bring it to the expert. I asked for an opinion at the Nextbyte. The seller seemed rude to me, he cut me off from talking, didn't listen to what I'm trying to say and just tell me "Well you have to pay 49bucks for troubleshooting so we can find out what's wrong with your phone?" Since I really want to get my phone working again, I decided to go with it.
After waiting for a while, he came back to me saying that my phone is dead, no longer working and asked me to pay 49bucks for troubleshooting. I asked them what tests did he run. He said well I just tried to connect to iTunes here and it doesn't seemed to work. Well I was very suprised 'cause I did that more than 15 times last night and now you asked me to pay 49bucks for the same thing that I can do on my own? And he was just very rude when he claimed that it was my fault the phone became like that 'cause he assumed that I tried to jailbreak my phone. VERY RUDE INDEED. I have 2 iphones, 2 ipads, I never jailbreak any of them. I walked off the store feeling very angry and dissatisfied with the service.
Is there such a thing as "simply iTunes troubleshooting" fee? If not, is there any way I can claim that?

Plug your device into the original charger & block in a wall outlet and leave it alone for a couple of hours. Then, while it is still plugged in, restart it by holding down the home button and the power button for 10-15 seconds until you see the Apple, then let go.

    Read your warranty and don't always believe everything you see here. The truth is what the manager tells you. Unless the crack was a manufacturing defect you discovered when you purchased the phone, then the presumption is it was caused by the user.

    I have not had wifi since November when I upgraded to the newest IOS version.  I called the Apple help line and they told me some things to do and I tried them all and they worked for a few hours and then wifi shut off again.  I kept doing what they told me and it worked for a couple more days and then I could never turn it on again.  My blue tooth doesn't work either.  I had to actually increase my data usage with AT&T becuase of this.  When I did that in December I went to the Apple store and was told that it is a hardware issue and since my phone is out of warranty I would have to pay for a new phone because they could not fix the issue.  My upgrade isn't up until June 2014 so not only do I have to wait for the upgrade and I am not paying for a new phone but I have to pay $10 plus extra a month on my cell phone bill because I was going over on my Data!!!  I have been beyond upset about this and Apple is not doing anything about this nor did they offer up some way to resolve the issue because obviously it is not just some rare incident if several people are having this issue.  Who knows how many people out there have had this issue and have not said anything about it.  Now there is a newer update that I can't do because it requires wifi in order to download.
    June can not get here fast enough and I may not go back to Iphone after dealing with this for so long with no help from Apple.

    Have you done any basic troubleshooting at all to see if you can fix this? Have you tried rebooting the iPad?
    Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons.
    If there is a fault with the iPad and you did not cause the damage, as long as the device is under Warranty it will be replaced at no cost, but I'm sure that Apple will want to try some basic troubleshooting steps as well before they simply declare the device faulty.

    I bought a Macbook Pro a month ago and all of a sudden my computer has been malfunctioning. I went to the apple store and they said that my RAM is not working correctly and now I have to pay $200 for a new one. Do I have to pay for it or should my 1 Year Warranty cover the cost? 

    I agree with you that Apple should cover it, and that if they're initially unwilling to, then a complaint should be raised.  However, the poster remarked that he went to an Apple store, Apple diagnosed the problem as being faulty RAM, and then the poster said that he has to pay $200 for "a new one" (new RAM, I presume).  No matter what you or I say on here, if the representative that the poster spoke to brought up a $200 charge, then what is he going to do?  "Some users on the internet told me it should be free, so I'm not going to pay that - just fix it for free"?
    Or maybe I'm having trouble following what happened.  It seems to me that if the poster went to an Apple store and had a system that was within warranty, if Apple found a problem, they would replace it for free.  In that case, where did the poster get the number for the $200 charge, and why is it even necessary to ask if it's covered?  Either he encountered an Apple Genius who didn't handle the case properly, or there's more to the story that he's not revealing (water damage, or so on).

Not like it was dirty anyways). Got a new battery, put it in, still same problem.  Would not charge...boo! So, I bring it back, and they order me a replacement phone, since it "is still under warranty, and insured".  When I first brought my phone in, the young lady said, "That is why it is not charging; it was the charger port, that is why it was not charging. It is as loose as a goose" So, that is why she ordered me a new one. 
         So, get the new phone, put "new battery" back in.  All is good, all of what, 2 maybe 3 weeks later.  Now it is doing the same thing again. Checked the charging port, it is fine.  Bring it in, to the store, and questioned the young man behind the desk, and find out why I was charged the $299.95(+taxes & s/h). He said, "it was because the old phone was because there was "corrosion" around the port."  Of course, there was not a single note of it being loose.  He continued, and said it was because it was there had to be a time where you spilled something on it, even if it was a drop of any kind of liquid. Or, you/ or someone else, had it in the shower with them."  (Really, a drop of liquid, or taking the phone with me in the shower?)  How I could I get a "drop" of liquid in it, if I had an Otter-box on it, or why would I take it in the shower with me?  I admit, I am not the sharpest tool in the shed, but, really? Come on now!
         Since, I have to now pay for it, I am kind ‘a wondering if anyone else has, or had the same problem with their phone (s).  My wife has the same phone and she has not had this same problem.  Makes me wonder.  Since, my phone is doing this again, if it is something that I am doing wrong with it or not.  So, now they have ordered me a new battery, and we will see if this will be a new fix, or "good bye to Verizon."  Any comments, or suggestions, please email wife and me, and let me know. When I try to download apps to my new iPad Mini, it tells me my billing info has to be confirmed. After confirming with same info that is already there it tells me to contact support, no help up to this point.

    Could the credit card be expired?
    Beyond that, what you need to do is contact iTunes support, they can tell you exactly what is wrong, none of us here can do that.

    If your phone was damaged by you  or in accidental damage, then you would be liable to pay for the repairs.  Apple does not offer "loaner" phones, but if you have a credit card, they will "advance ship" a replacement to you so you can get it, then return your damaged one to them and as long as they get it back within a resonable time and it is warranty covered damage, they do not charge you for the replacement iPhone, but they do charge you a fee for the advanced replacement option (about $40-80 USD IIRC).
    You can eliminate all the at by making an appointment at a local AASP (Apple Authorized Service Provider) and they should be able to check your iPhone on the spot.  It it is covered under the warranty, they shoud replace it for free right there, and if not, they would let you know and you have the choice to make the repairs or not.
