    As of June 2014, none of the Adobe Reader mobile products support the hyperlink action for opening a separate PDF document.
    Adobe Reader for iOS
    Adobe Reader for Android
    Adobe Reader Touch for Windows 8
    In addition, the Reader mobile products do not open multiple windows/documents simultaneously, which would make the navigation between PDF documents nearly impossible. (Once a hyperlink takes you to a different PDF document, you have no way to go back to the original PDF document.)
    The only Adobe Reader product that fulfills your department's requirements is Adobe Reader XI (mostly for Windows/Mac desktop/laptop computers).  Acrobat Pro and Standard are paid products.
    Because you are in search of a less expensive device for your department, you could get a Windows tablet instead of a Windows desktop/laptop computer. Microsoft Surface Pro (that you've mentioned in your previous reply) is just one example.  You can also find other less expensive Windows tablets.
    Tablets
    However, please keep in mind that there are two different types of Windows tablets running two different operating systems.
    (a) A Windows tablet with an Intel-based processor running Windows 8.1 Pro
    Example: Surface Pro 3
    You can install and run traditional desktop apps (e.g. Adobe Reader XI) and new Windows Store apps ("Modern" or "Metro-style" apps).
    (b) A Windows tablet with an ARM-based processor running Windows RT 8.1
    Example: Surface 2
    You can only install and run Windows Store apps (e.g. Adobe Reader Touch) but not traditional desktop apps like Adobe Reader XI.
    In general, type (b) tablets are more affordable than type (a) tablets.  However, if you want to run Adobe Reader XI, you do need to check the technical specification of each tablet and make sure the following conditions are met.
    Processor: Intel
    Operating system:  Windows 8/8.1 or Windows 8/8.1 Pro, not RT

    It isn't supported right now. It should be supportable (you will have to write native code) in an upcoming release. Same for iOS/Android notifications.

    Does Adobe Reader for iPad save annotations by/in itself (once uploaded from dropbox I can still see them after closing the app or switching documents)? I lost some valuable annotations while switching documents and apps over time. How do I save them? Only by sending it to dropbox for instance?

    It saves the file when:
    1) The app goes to background
    2) A share action (open in, email, print) occurs
    3) A form submit occurs
    4) You close the document by going to "Home" or "Documents", or open another document
    One issue that people encounter is that they open the file in a reader that does not support annotations (like the dropbox PDF view or the iOS Mail app). It doesn't sound like this is the case for you though, since you do see the annotations.
    There is a known issue, where on a small number of documents with specific properties, we fail to save changes. This is an issue that we have fixed and will be in our next release. The release is currently pending approval by Apple. It's possible that you encountered this issue, and if so, I apologize.

    While trying to install Adobe Products (Reader), the installation screen instructs that if you use Mozilla, then you must read the installation instructions. Pressing the "button" does not take you to the installation instructions. However, I've had input that Adobe support says Mozilla has trouble with registering Adobe files.
    Irrespective of the problem that may exist between your companys' software, the Federal Government uses Adobe almost exclusively for their document downloading, and "filling in" on-line. If they are correct, then I must go back to I.E., if I am to continue interfacing with Government sites.
    Please help me. I'm trying to get rid of Microsoft, not go back to them.

    Generally I don't know of any problems using Adobe Reader with Firefox - mine works just fine, and both install from the web (via the Adobe DLM) and offline installation (downloading the complete installer) works just fine.
    When you go to http://get.adobe.com/reader/ you should end up on the Adobe Reader download page.
    Disable the McAfee Security Scan offered below, and click the Download button.
    You should now end up on the "Thank you"-page and get a yellow line at the very top of the browser asking if you want to allow Adobe to install the DLM online-installer system. Here you can click the "Allow" button to start installation of the DLM, which in turn should start downloading the Reader installation.
    If you don't get this box, some security software (I see you have Norton) could be preventing it from showing up at all.
    Or, you should be able to get around the problem on that "Thank you"-page by clicking the link in the 2nd line of the text - it says something like "If the download does not start, click here to download" of which the last part of the line is a link to the complete Adobe Reader (offline) installation package.
    Download this and run the file, that should install Adobe Reader 9.2 with full integration in Firefox.
    When the installation is complete (and your system may need to be restarted after this), please remember also to start the Adobe Reader from the new icon on your desktop (or from Start menu), and go to menu "Help" -> "Check for updates" to get the latest updates installed - current fully updated version is 9.3.2, but Adobe does not offer the fully updated version as a complete download.
    As an alternative, you could also install and use the [http://www.foxitsoftware.com/pdf/reader/ Foxit Reader] - this also works very well for most PDF-files and online PDF forms. It has the advantage of being much smaller, faster, and somewhat safer as it's not as widely used as Adobe Reader. The disadvantage is that it may not support every single type of PDF file, althou I have yet to meet a file it couldn't handle.

    I have been searching for an answer whether or not Adobe Reader for iOS and Android can read encrypted PDF files by public key infrastructure solution (encrypted by a public key, to be decrypted by its private key pair), but to date I have not found the answer.  From the Adobe web site, I understand that Adobe Reader for Android supports to read encrypted document by AES256 but it does not mention about PKI.  I had to guess that it does not support encryption with PKI but I would just like to get a formal answer, and would like to know whether Adobe Reader Mobile will support it.

    What about viewing cross platform proof PDF files containing mp4 (H.264) embedded videos?
    Up to now I’m forced to show ezPDF Reader in my workflow scenarios - think about the bad psychology that I always will have explain that the rich media PDF workflows could work with Adobe products, but Adobe itself seems to limit PDF use cases in order not to become a competitor of let’s guess of FOLIO?
    Please explain me why? No market? I would like to contradict as much as I can.
    If someone starts to weaken the big possibilities for PDF even on mobile devices this seems to be Adobe itself: Where are the Adobe show cases showing rich media PDFs on mobile devices?
    Almost everything Adobe is showing with rich media information is in DPS  based on Folio  (slide shows, videos etc).
    You might get all the functionality much easier using PDF (seen from a classic DTP workflow using Word, FrameMaker or InDesign)
    Why didn’t Adobe add more multimedia features?  Where is the 3D support on mobile devices?
    Has Adobe changed the overall PDF strategy?
    Where is an  Adobe PDF cross platform strategy for using rich media PDFs on PC, Macs, Android and iPhone/iPads?

    Yes. CSS will work on both OS X and Windows. But you must have the correct version for each.
    So if you are going to run CSS on both a Mac and a PC, you are going to have to purchase two copies, one for the Mac and one for the PC.

    It depends on what actions are assiciated with the button. Unfortunately, Show/Hide field actions are not supported at this time, nor is the functionally equivalent JavaScript. At least one other PDF viewer for iOS has support for this.

    There are multiple questions here:
    1) Does Acrobat Mac run on the iPad - No, but we do have a Reader that does work and allows you to view PDF's, fill in forms, add annotations and signatures.
    2) Is there anything "Safe" that runs flas on the iPad? There is no solution for running Adobe Flash on the iPad.

    Since you're posting this in the Adobe Reader forum, I suspect what you mean is, "Can you read ePub in Adobe Reader?"
    The answer is No. Reader only reads PDF files.
    You need to use iBooks or download another free EPUB read on the App Store.
