Eligibility Rules Change

Question

Hi,
I have new requirement to change the Eligiblity Rules in OAB module. Like please refer the below example:
An Employee "A" joined on 01-Jan 2013 then is getting enrolled in the benefits from 31-Jan-2013- This is the current scenario.
The change here to be made is that he should be enrolled into the benefits from his date of joining i.e 01-Jan-2013.
Can any one please help me in know the forms where the changes needs to be done.

If i am not wrong, i refered the below navigation for the setup:
1. Total Comp-->Programs and Plans-->Program Enrollment Requirements
2. General-->Program-->Coverage-->Coverage Start Date a Rule is attached and below is the FF aassociated with it.
default for BEN_PIL_LF_EVT_OCRD_DT is '4712/12/31 00:00:00' (date)
default for SESSION_DATE is '4712/12/31 00:00:00' (date)
default for BEN_PLN_NAME is 'TBA'
default for BEN_LER_NAME is 'TBA'
if BEN_PLN_NAME like 'Optional%' then
if BEN_LER_NAME = 'Open' or BEN_LER_NAME = 'Administrative' then
(l_start_date = BEN_PIL_LF_EVT_OCRD_DT)
else
(l_start_date = SESSION_DATE)
else
(l_start_date = BEN_PIL_LF_EVT_OCRD_DT)
return l_start_date
