FUNDS MANAGEMENT (FM PB Availability Control)

BUDGET CONTROL, FUNDS MANAGEMENT (Budget Control Document 1700013859).  The Activity Group is PAYROLL.  Getting message that states the following:
Budget Consumption 122,733.14 USD (FM PB Availability Control) less than annual budget for document item 00001.
Can someone tell me what the threshold is?  (i.e. 90% expended) and can this warning message be modified from the standard SAP message to better inform departments as to what is occurring.  They have not run out of funds, but have reached a threshold that needs to be monitored.

The following tolerance limits regarding payroll entries are currently configured in the system. Once the 90% level of the budget is exceeded, the system will generate one notice. After the 100% is reached, the system will repeat the notice every time an entry occurs.
90%      Warning message – Internal mail (only once)

  • Funds Management cut over of Open PR and PO

    Hi,
    In case of cutover, we are using following link to update FM account assignment in open PR/PO.
    SPRO>Funds Management Government>Actual and Commitment Update/Integration>Internal Data Transfer to Funds Management>Supplementary Account Assignment-->Select Documents
    and
    SPRO>Funds Management Government>Actual and Commitment Update/Integration>Internal Data Transfer to Funds Management>Supplementary Account Assignment-->Convert Worklist
    1) But in this case, for open PO of which GR is not done FMRP_RW_BUDCON report is not updated after doing above mentioned process. when I make GR, commitment get updated in FMRP_RW_BUDCON report. This does not show actual status of budget consumption as budget consumption is shown at the time of GR only.
    2) If GR is already done for PO and after doing above mentioned process, if GR get reversed then Negetive commitment shows in FMRP_RW_BUDCON report and after deletion of that respected PO, commitment of PO gets zero. But negetive GR commitment remains open which leads to wrong status of budget consumption. e.g. GR of Rs 5000 is reversed. Then report shows two documents as -5000 for GR reversed and 5000 for PO commitment getting open. IF I reversed this PO then PO commitment of 5000 become zero. but GR reversing amount -5000 still remains open. So it shows less consumption of budget by Rs.5000.
    Do I am missing any process. Suggest.

    Firstly, after you convert the open commitments, you'll need to run FMAVCREINIT to reconstruct AVC. FMRP_RW_BUDCON will then reflect the converted commitments.
    Secondly, based on your posting, it seems that you do not want PO commitments (VT 51) to be counted as budget consumption. You can achieve this in the ledger 9H configuration:
    Public sector management > Funds management government > BCS > Availability control > Settings for availability control ledger > Define filter settings for commitment/actual values. You will want to exclude both value type 50 and 51 from ledger 9H. After you change the setting, you will need to run FMAVCREINIT again.

    Hi all,
    My client wants to control stationary and sanitary items in their organization.So they are insisting to create material master and valuation class accrdingly.But we have recommended Funds management will help in controlling their expenditure on these items.
    We have advised for budgt exceed message at PR level.Is there any prerequisites for FM at PR level.
    Please help me if anybody came across same issue.

    Hi,
    Which update profile in FM do you use? Some profiles treat PR as statistical values. In this case, you'll have to overwrite this definition via OF39 transaction.

  • Fund Managment - Availability Control

    Hi! all experts,
    I have come across the following Fund Management problem :
    If there is NO budget data for a commitment item in this financial
    year, Purchase Order can be saved against that commitment item even
    thou Fund Checking has turned on. There is NO ERROR MESSAGE. That's is
    WRONG.
    Once entered budget data of $1.0 via FR04 to that commitment item, on
    saving the Purchase Order, system will display an error message :
    Availability Control : Item 001 B2010 / 163000 payment budget exceeded.
    How can this problem be fixed so that SAP will display an error message if there is NO BUDGET for a commitment item.

    For temporary fix, I have created a $1.0 budget for each commitment item.
    Do you have any idea what's ran wrong? In last Financial Year, we don't have that problem.

  • Availability Check for Parked Documents in Funds Management

    Hi All,
    We have a case where  budget check is to be enabled for parked document " Save as complete".
    We have configured the for value type corresponding to parked document and parked documents are now generating budget consumption line in the availability control ledger.
    We are having issues in cases where parked document exceeds budget. The system currently is throwing warning message and is not allowing to park.
    We want to convert the message control to error.
    Note : MM Module is not used

    Converting the message to an error will also mean that the document cannot be parked. Is this what you want? Isn't this the same as what is happening already?

    Dear all,
    We have got requiremnt for implemtation of Funds management.
    i have searched SDN for the same. my question is the data sources 0FI_FM_1 , 0FI_FM_2, 0FI_FM_31 ,0FI_FM_32 ....are availabel from help.
    But in the system (RSA% )when i wanted to see these data sources then i cant find them.
    what is the reason for that and how to go about it.

  • PSM-FM-Reversal of funds management document after change in acc.assignment

    Good day we recently went live with a component of Funds Management i.e. Availability Control on Cost centers and cost elements. We update BCS with the plan values and actual/commitment items in Finance/CO. We do our planning in CO.
    The solution is working reasonably well but we have encountered a problem for which we are unable to find a solution. The problem is best illustrated with an example;
    1. Create purchase requisition with Account Assignment Category "K" = Cost Center with transaction ME51N
    2. Account assignment = cost center and cost element. A funds management document is created upon saving of the transaction.
    3. Purchase Req. is released with a release strategy (transaction ME54N)
    4. After purchase requisition release the account assignment for the cost element is changed by the user. This occurs sometimes during the execution of the business process.
    5. When a purchase order is created with reference to this purchase requisition with transaction ME59N  the system references the original funds management document which means when the account assignment was changed the funds management document was not reversed and a new funds management document created for the changed account assignment.
    6. The BUDCON report transaction FMRP_RW_BUDCON thus displays the commitment under the incorrect commitment item as the change in account assignment is not reflected in Funds Management. We have a one to one relationship between cost elements/commitment items and cost centers/funds centers as per the derivation strategy.
    My question is;
    Is this normal standard SAP standard behavior or are we missing some configuration that will enable the creation of a new funds management document and if so where do we configure such?  I must mention our solution is completely SAP standard.

    I think u should do an entire test with TRACE on, and u will find the problem, and how to fix it (at FMDERIVE of course).
    First: Have a look at note [666322|https://service.sap.com/sap/support/notes/666322], go to FMDERIVE and turn ON the trace.
    Then, run all the process ... from ME51N to the end...
    I agree with Eli, u must allow overwriting of existing values at FMDERIVE rule...

    The answer depends on if you are using Former Budgeting or BCS.
    1) If you are using Former Budgeting:
    a. You should use transaction FR51 to enter Release or FR55 to distribute it.
    2) If you are using BCS:
    a. Within FMBBC transaction you have the option to release the budget, use document type as REL (release).
    b. You can activate the automatic release for each budget profile in Customizing of Funds Management Government.   To do this, in IMG select Funds Management Government ® Budgeting and Availability Control (Former Budgeting) ® Budget Profiles (Former Budgeting) ® Set Up Budget Profiles.
    With the automatic release, the corresponding background releases for expenditures FM account assignments with budget transfers are also posted. Take note that the maximum amount that this automated release can transfer from the sender is the amount that has already been released.
    If you do not activate the automated release, the maximum amount that can be transferred from the sender is that which has not yet been released.
    c. You can use the mass transaction for release, which is FMMPRELE.

    in ops9 we had given activat type 1.that budget profile maintain in order type also.but i am not able to activate the availability control. can u please suggest me how to activate.
    Actually my requirement is department wise budget control.when we are purchase any asset through po the amount will be reduced from that department. can u tell me suggestion this one also this is  correct way r funds management implementation is the correct way.

    The Availability control will activate automatically when you enter budget in the order.

  • Fi - HR integration with respect to ECM with Funds Management

    I am involved in the implementation of SAP PCP&S along with ECM.
    I know that we can crete the scenario and upload the PCP values in ECM for further budget creation and  administration.
    NOW from integration point of view I need to have the clarification that what is the role of funds management in it.
    I mean Funds management can do the same functionality as well on the basis of fund center assigned to cost center. and same does the Budget unit which is linked to ORG unit and Org unit is lined to Cost center.
    I would appreciate if some one to tell me the insight of this process.

    There is no integration between Funds Management and ECM. Budgeting in ECM is a tool that acts as a control mechanism for the administration process. You can work with budget allocations, monitor spending, link budgets to the plans, implement warning/error messages for out of limit budgets etc.
    The budget units are assigned to the org. hierarchy and subsequently made available during the compensation administration process.
    If you are using MSS, we have budgeting BSP with all the related processes.
    If you want to import custom values or have a customer specific logic, you can use BAdI HRECM00_BDG0001.

  • Fund Management - Issues in Upgrade from 4.6C to ECC6

    Hello,
    We are upgrading SAP Application for a client who is on 4.6C to ECC6. The client is currently using Funds Management in 4.6C. With ECC6 I understand that this functionality is moved into Public Sector and is available only on activation of IS-PS Extension Set.
    The question I have is that does this activation impact any other business processes or is just a technical activation.
    What I mean is that if I activate this extension set does the system start doing things differently and needs specific data related to Public Sector which the business users will be required to be entered while doing transactions OR the activation will not impact business processes as such and would work as earlier with Funds management active. (except where there was a change in the functionality between 4.6C to ECC6)
    I would like to know the risks, if any involved in upgrading Funds Management from 4.6C to ECC6.
    Please reply and let me know any question to get more clarity on the issue.

    Hi Kuldeep,
    There are several main issues that have to be addresses when upgrading from 4.6 to ECC6. The main ones are:
    1 - Derivations. The object are no longer connected through tables or master data entries (you may have a table that links Cost Centers to Funds Centers for example). These assignments are now maintained through a flexible derivation tool. These derivation rules have to be maintaind, or the posting addresses will have no FM values and you will not be able to post any documents.
    2 - Inventory purchases. The inventory purchases scenarios are no longer maintained through the customization (you can no longer choose one of the 4 inventory scenarios, and there's no warehouse Funds Center). These are all maintained through derivations.
    3 - BCS. There's a new budgeting and AVC tool called "Budget Control System" (BCS). You can either activate it, or keep working with the old budgeting (called "former" in the customization). The new BCS affords flexibility in budgeting and AVC, including several AVC ledgers.
    More data regarding migrations can be found in documentation. If you want, I can send you the PDF document.

  • Validation rule in Funds management.

    Dear Friends,
    We use commitment items to monitor the budgets with overall budget for budget type Payment budget
    In some cases, users are posting some adjustment entries to transfer the consumed budget values from one commitment item to another.
    Ex:
    Original Entry: Expenses incurred 1000, So entry booked with PK40, 123456 (expense GL), amt 1000, and commitment item ABC.
    So at a later stage they came to know that they have used a wrong commitment item for the above document.(Correct CI would have been DEF)
    So they are posting an adjustment entry like
    PK40 GL123456 amt 1000 CI DEF
    PK50 GL123456 amt 1000 CI ABC
    So when i check the funds management doc for the above doc, FM uses VALUE TYPE 66 to do the transfer postings to commitment items, since these documents are giving wrong impact on my CI overall balances report FMRP_RFFMTO31X - Overall Budget -> Totals Records .
    For the debit commitment item, it is not adding that amount in invoice column of above report, but it is comsuming the budget. So there is a mismatch in my total record for the debited commitment item.
    For the credti commitment item, it is not deducting  that amount in invoice column of above report, but it is increasing the budget. So there is a mismatch in my total record for the credited commitment item.
    (Ex: Total budget-invoices-open items = Available budget)  This is not happening at all
    So i tried to restrict these kind of postings with a validation in FM like
    Prerequisite:  BPJA_VALID-FIKRS = 'AE69'   (AE69 is my FM area)
    Check: BPJA_VALID-WRTTP  < > '66' 
    Message: Error message.
    And activated the same in SPRO->PSM->FMG->Budgeting and Avl Control (Former Budgeting)->Budgeting (Former Budgeting)->Validation rules->Activate Funds Management Validation----
    But still i am able to post those kind of documents.
    Is there any other workaround for this restriction or can only be restricted by a validation?
    Please corret me if i am wrong in validation condition expressions.

    Actually we are using a Z program, which is copied from standard program as said earlier.
    In the z program, we made some conditions to treat value type 66 also as like 54.
