How do I cause JScrollPane to try and get it's contents to resize narrower?

I have a JScrollPane that contains a JPanel (GridBagLayout) that contains a dynamically added set of panels.
I've noticed that when I make the app window wider, all the panels get wider (as expected) and properly re-layout their contents to the new width.
The problem is when I make the app window narrower, all the child panels stay the same width, and the JScrollPane horizontal scrollbar is activated so you can scroll back and forth in them.
Setting the Hscrollbar policy to Never doesn't help.
I'd LIKE to have the system attempt to re-layout the member panels to the narrower width, as long as it's not less than their min width. As far as I can tell, it doesn't even try.
Any suggestions on how to get the contents to attempt to get narrower?
(And yes, I do need the scrollpane, as we are almost always going to need to scroll vertically, and there are occasionally panels that are just too wide.)

So you post your simple SSCCE so we can make sure you aren't doing something silly and to prove that you are doing something "normal". If it is normal behavour then we can try to suggest a solution. If it isn't normal behavour then we don't have to waste time asking for a SSCCE and then waiting hours for you to create the SSCCE. We all only have a limited amount of time to answer questions. The more complete the question, the faster you get an answer.
Since I've wasted my time explaing this again and again, I don't have any time left to answer the question.

A few days ago my phone decided it would only charge when it was shut off or on a car charger...from what I have read it sounds like it is some chip possibly because they tried changing my charging port and it did nothing. My main concern right now is more about the 1100 pictures I have on there and getting them off. My 3 months old entire 3 months of life are on that camera and my photo stream is only showing 59 photos. I tried sharing all of the pictures on icloud and still cannot see them anywhere. I am slightly freaking out here and hesitant to get it fixed with out getting pictures off it just in case something went wrong and they all got deleted or something and I honestlyl really do not want to pay a bunch to fix it because we are upgrading in a few months. Any help will be greatly appreciated because I will die if I lose those picutes.

We only have one copy of iTunes and we have been sharing the account. (She doesn't really use the computer for anything beyond writing the odd weekend assignment.)
Would I be better off setting her up with her own and making her as a separate user on the computer? Would this require much work?
In recent times with updates, we have a few problems with the duplication of texts and that sort of thing. Both of our texts are stored on the computer and that sort of thing. Also, sometimes texts I send her are sent through to me from her, if that makes any sense.
Anyway, I don't really want to overly complicate matters when it comes to accounts etc, but I wanted to know if a fresh Apple ID would be the best thing or even a new user?
Any tips etc would be greatly appreciated

Your question is almost too much a personal one, begging the question "do we (husband and wife) feel comfy sharing one account on the Mac"   maybe thats why nobody answered you.
It doesnt complicate anything, but it adds steps for switching accounts on the Mac/ purchases etc. of course
since your question is mostly personal, ..I wont answer THAT part of it, but creating a new account is easy.....messing with switching back and forth is also a personal preference 'issue' as well.   I prefer to keep things simple, but...........you and yours, I dont know.......

How my work will go
Step-1 - I am creating XML FIle which is based on code that we discused before-
Its developing xml file with data in <...inputelement> as u can see in my xml but in <..output> Element of xml its just have all column for exampe <itemoutput>

In 1st stage i am just generating <..INPUT> with its colums and real value from database and <..output> elements will go zero value but with colums name.
Note. I create temp table will all COLUMN which u can see in both in <..ITEMINPUT> and <..ITEMOUTPUT>
Step2.. After Generaing my xml i want to convert my xml data into CLOB not in a file. so clob will go to the VENDOR
STEP3.
I will Recieved again xml data in CLOB from the vendo in <.OUTPUT> ELEMents
for example
I send this format

If you are speaking of an iTunes purchase, you will need to contact iTunes Customer Service and explain the situation. Their written policy is kinda cold, in that they say they don't issue refunds for erroneous purchases, but I have found them to be a bit more understanding and helpful than that.
Start by calling Apple at 1-800-275-2273 (if in the US) and ask to be connected to iTunes Customer Service.
