If you have an iPad 1, the max iOS is 5.1.1. For newer iPads, the current iOS is 6.1. The Settings>General>Software Update only appears if you have iOS 5.0 or higher currently installed.

Downgrading the iOS is not supported. If you are using Safari this try clearing its cache via Settings > Safari.
If that doesn't work then try closing Safari completely and then re-open it : from the home screen (i.e. not with Safari 'open' on-screen) double-click the home button to bring up the taskbar, then press and hold any of the apps on the taskbar for a couple of seconds or so until they start shaking, then press the '-' in the top left of the Safari app to close it, and touch any part of the screen above the taskbar so as to stop the shaking and close the taskbar.
A third option is a reset : press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot. -

Try this first. Turn Off your iPad. Then turn Off (disconnect power cord) the wireless router & then back On. Now boot your iPad. Hopefully it will see the WiFi.

The IOS5 upgrade will erase everything on your iPad, so make sure you have a good backup before you start.
If not, you will just have to reenter all of your settings all over again. Have you ever backed it up successfully? -

You can't update to iOS6. Your iPad will be updated to the latest OS, which is 7.0.4
If you have iOS4 on your device like your post says, then you should connect it to its syncing computer. Update iTUnes. Do a full backup then follow the prompts in iTunes to download and install the new OS.
Depending on your internet speed could take you an hour or so to do it. -

I bought an iPad 2 at Apple shop in NY in the US last August. Upon bringing it to Nigeria,I tried downloading Keynote but,a window propped up to say "Update to IOS 5.0. I connected my iPad to a computer in a cyber Internet cafe using the USB as instructed on Apple website but the only icon I saw was that of the camera.No prop came up to say how to download iOS 5. Pls advice me on practical terms or step by step procedure on how to update my iPad to ios5. Cheers. -
I need to update my ipad2 to ios5 and it has never been updated since original purchase in 2012. There is no button available for updates when i select general.
Connect it to a computer with iTunes, select the iPad from the Devices in the left sidebar, then select Software Update from the main Summary window. If it is an iPad 2 it will update to iOS 6.1.3.
