You can track and lock it using the Find My iPhone/Mac feature which hopefully you activated when you set up iCloud. Log into iCloud using your AppleID:

Click "Find My iPhone", click "Devices" and choose your laptop. Then when it appears, click "Lock".

    You can't. If you had set up MobileMe / Find My iPad on it before it was stolen then you could try locating it either via me.com on a computer or Find My iPhone / Find My iPad on a another device - but that will only work if it's connected to a network and the device hasn't already been wiped and/or MobileMe disabled on it.
    Apart from that you should report it to the police, and as a safety precaution you should also change your iTunes account password, your email account passwords, and any passwords that you'd stored on websites/emails/notes etc.

    You can't block (nor locate) it via the serial number.
    If you had Find My iPod enabled on it then you could try locating it either via http://icloud.com on a computer or Find My iPhone on another device - but that will only work if it's connected to a network and the device hasn't already been wiped and/or Find My iPod disabled on it (if it was on iOS 7 as your tagline suggests then Find My iPod should be harder to disable).
    You've reported it to the police ? You should also change your iTunes account password, your email account passwords, and any passwords that you'd stored on websites/emails/notes etc.

    Just about all of the easy methods of tracking a stolen Mac depend on you setting them up before it gets stolen. After it gets stolen, it is still possible, but for you to have any chance you would have to be a rather advanced network engineer who remembers a few key network attributes about your laptop and left some back doors open before the theft. And even then, it's a lot harder than if you had turned on anti-theft features before, not after, the theft.

    The only way to locate/disable/erase any lost/stolen iPhone/iPod Touch is through Find My Phone or a similar app. However, this requires that Find My Phone be setup/activated, on your phone, before it was lost/stolen. Apple can't/won't help you, nor will your carrier. Report the loss to the Police, your carrier & Insurance company. Change all of your passwords, especially your Apple ID/iCloud password NOW!
    If your carrier offers Blacklisting & they Blacklist the phone, it will be unusable as a phone.
    If locked with a passcode, and running iOS 7.0, then phone cannot be re-activated or the passcode removed without knowing your Apple iD/Password. It will be nothing but a useless paperweight.
    If not running iOS 7.0, the phone can be forced into recovery mode & restored.

    If you didn't have Find My Mac enabled under iCloud, and didn't register your machine with something like Prey, you're just out of luck.
    You've already done what you can - it's in law enforcements hands at this point.
    Did you have the machine insured for theft, at least?

    TIPS  first things have i should do for my stolen ipad:
    - make police reporting
    - send message and check ipad location on find my ipad/iphone (mobileme.com) follow all directions
    - and remote lock or wipe ( but check and make sure that available to you to restore on new ipad before you wipe)
    if there any else better than i did, please share....

    Change your iTunes (Apple ID) password along with any other password that was stored in the iPod.  If any passwords are associated with credit cards, contact the CC company and get your card replaced (with a new number).  If any passwords are associated with a bank or any other savings institution, contact them also and discuss approprate action with them.
    The "Find my..." function is pretty much useless if the device is in the hands of a thief.  All that is necessary is for the thief to connect to any computer with iTunes and "Restore as new."
    The only real protection you have is with the personal information on the device rather than the physical device itself.  This requires action before the device is lost/stolen.  If the device has significant personal information, it should have a strong 8-digit (or longer) password AND be configured for automatic wipe in the event of ten consecutive incorrect password entries.

    If you activated Find My Mac before it was lost or stolen, you can track it only if it is connected to the Internet by Wi-Fi. What you cannot do is track your computer using a serial number or other identifying number. You cannot expect Apple or anyone else to find your computer for you. You cannot recover your loss unless you insure your device for such loss. It is not covered by your warranty. Be sure to report the loss or theft to the local police. Have the serial number handy. If your Mac is found it cannot be returned to you if you don’t have the serial number and proof of purchase.
    Find My Mac can be used from Find My Phone at iCloud.com and via Find My Phone on your iDevice.
