How to OCR a page after applying a header?

Hi all,
Acrobat X 10.1.3 pro & standard:
I get this error message "Acrobat could not perform recognition (OCR) on this page because: This page contains renderable text."
The only "renderable text" is a page number I applied to the top of the page. The rest of the page remains an image. I am using the Header and Footer tool. Also tried a third party plug-in and our proprietary tool, and get the same error.
I understand that I can flatten and then OCR but my staff members will not. Almost every job we produce gets a page number/heading applied (in some way) and I don't want to add another step to our production.
Acrobat 9 did not require you to flatten "text" layers before OCRing.
Any suggestions?

1. You're right, my bad.
2. Weird, OCR runs from 9 for me but not 10. Tested on two machines.
3. The exact opposite for me.
In regards to the objects and as described by my IT director, and in layman's terms (for me):
We are combing two things into a new PDF. I guess you can consider it a "layer" on top of the pdf image, shifting the pdf image marginally, and then creating an entirely new file. Built on itext langauge.
