No. There is no way around this. Without the credentials used to lock it, you can't use it at all. Return it to the person you got it from and get your money back. Failing that, turn it over to the police. There is a high likelyhood that it's stolen.

It sounds like you might be dealing with an upgrade situation where it is asking you to select the previous 'qualifying' version that you upgraded from. If that's the case then you will need to find the serial number for that older version as well.

With Settings > General > Use Side Switch To set to 'Lock Rotation' have you then moved the switch on the right-hand side of the iPad above the volume control 'off' ?
Or with the switch set to control 'notification mute' you should be able to unlock rotation via the far left of the taskbar : double-click the home button; slide from the left; and it's the icon far left; press home again to exit the taskbar. Mine is doing that too. I tried the Menu/Center button. It's definitely fully charged. I've clicked from Hold/not several times. I've turned off/on. I've 'Reset' - nothing is working. It's been doing this for a week.

My 5S just started doing this on Thursday: every fraction of a second or so it oscillates between connecting and disconnecting with the charger (USB or wall, doesn't matter). Since it's still under the limited warrantee, I took it to the local Mac dealer (I live in a small town w/out an Apple store) and they shipped it off. I'm waiting now for the replacement--telephonless, too!
What concerns me is that many people seem to be having this issue.
You were right to be suspicious of the Apple store employees. Once they replicated the behavior that you experienced, they should have immediatly offered to exchange your phone. Anything else, in my opinion, is unacceptable. As long as your phone is still doing it, I'd go back, ask for the manager and tell them to exchange your phone.
