If you aren't getting the email, and you've checked the spam folder on your rescue email account as well as the inbox, then you could try contacting iTunes Support or Apple to get the questions reset.
e.g. you can try contacting iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management , and then 'Forgotten Apple ID security questions'

I initially created my apple account years ago. I am trying to reset my security questions because my answers are continually incorrect. I pressed the link that sends reset security questions info to my alt. address, but I have not received the email with instructions. I have resent the email several times and checked both of the emails I have set up with my apple account to no avail. I have tried everything that is provided in the support article about the issue and my problem has not be resolved. I've even deleted my alt email from the apple account and then reassigned it and tried again, however, I still have not received the email. Without knowing the answers to my security questions, I cannot purchase anything from the iTunes store, which I have been trying to do.
I do not know what the problem is and I am asking for any resolutions. I am trying to purchase songs. I am ask 2 security questions. I can't remember answers. I hit the send reset, security questions. I am not getting any response back. I went in and added another email address and verified it hoping that this would work and i would get it sent to that address. Still nothing.

A second email address is not going to help you. You would have had to set up a Rescue email address prior to forgetting the security questions. At this point, you will need to contact iTunes Support to get them reset:

I just got a new mac and for first itunes store purchase, I need to answer my two security questions. Problem is, I don't renenbber what the answer to one is, so I clicked on the send email to rescue email account. However, I am not getting any email and it has been... oh, I don't know, one and a half hours? Any help would be greatly appreciated
Mail should normally reach you within a few moments, if you are sure that your mail application and/or your ISP are not filtering out the e-mail from Apple, then you may wish to contact Apple at Express Lane (select your country, navigate to iCloud help and enter the serial number of one of your devices)

If the email hasn't arrived after a few hours and isn't in a spam filter, you need to ask Apple to reset your security questions; this can be done by phoning AppleCare and asking for the Account Security team, or clicking here and picking a method, or if your country isn't listed in either article, filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

Just as the headline says. Keep trying to reset my security questions and apple will not send a reset link to my rescue email address.
Best thing for you to do at this point (if your email isn't showing up in the junk/spam folder) is to contact iTunes Support to have them reset your questions for you:

If you are not getting the email, you can contact Apple Support to have your Security Questions reset:
ACCOUNT SECURITY CONTACT NUMBERS
Once you get them reset, check your Rescue Email address on Manage Your Apple ID to make sure it is still a functional address. It is not the same as your primary or alternate address.
