did you download the frimware for your iphone 4 from the web not from the itunes ?
if so you obviously downloaded the wrong one

It could be a problem at the other end, try again tomorrow. Also , try resetting your iPad by holding down the home and sleep/wake button till the Apple logo appears and then let it wake up, maybe that may help.

HT1414 i give up. ive tried to update my wife's iphone. each time after an hour or two, i get a message that it is cancelling the backup. it wont update.

well, i finally made it thru the maze that is apple security, matched all the password rules, and never using the same password twice only to be shut down again when i tried to update my wife's iphone. after two hours i get a message that says its cancelling the back up. No other messages or errors or anything. Just cancelling the backup. This has happened consistently 5 times.
Do these updates work for anyone?

Swipe down. You'll see: Available
If it's less than 3GB's you need to delete apps, photos, etc to free up storage space in order to udpate to iOS 7.

Yes. I just solved the problem on my PC. Here goes...
Issue: My Windows7 computer was producing the pop up box with the error text as you described.
The Problem: You have another application on your computer that uses the like named .DLL file... in this case a DLL supporting SQLite on your local PC.
Solution:
1. You need to use the Windows File search feature to look for the name "SQLite". This will quickly locate the offending DLL in the other application.
2. Decide which program you like the most, in my case "Mobile Me", and uninstall the offending application.
3. Uninstall Mobile Me.
4. Restart your PC.
5. Reinstall Mobile Me.
6. Mobile Me should sync at this point, but if not, restart the PC once again.
In my case, the offending program was my Aptana Studio development application. I had recently the SQLite3 database to my Ruby On Rails configuration...
This is where the file was located:
C:\Users\<USERNAME>\Aptana Studio 2.0\plugins\com.aptana.radrails.sqlite3.win32_3.5.7.1278709071\vendor\SQLite3.d ll

It's a POP account. I decided to clean up my mailbox today after noticing the computer was real slow after USA Today started sending their daily top stories with new graphics. Also before I noticed the problem with mail deletion - two things happened. 1) I updated security sofware as prompted by Apple and 2) downloaded Mackeeper and went throught some preliminary scans but did not buy their package. This was the exact error message. I did contact Apple and was on the phone a very long time with them. It did not fix the problem, however, it is an HP Windows 7 issue it looks like.
