Recently I lost all the music on my computer and my iPod was stolen, too. So now I had to download all my stuff again, but a few songs (10 maybe) didn't download correctly, they just stop after like 45 seconds or a minute and then jump to the next title and if I try to jump past that point it's just silent. It's the same if I try to play it with QuickTime, past that point it's just silent. But since I already downloaded them a second time, it seems like I can't download them a third time, right? Any ideas??

Is this your own OS X Server system on your own network, or is this some other server within some larger organization?
You're posting this in the OS X Server forum, which is a software package that allows OS X systems to provide web-based and many other services; to become servers.
If it's your OS X Server on your network, then the network and DNS configurations are suspect, or the server is somehow malfunctioning or misconfigured. This is unfortunately fairly common, as some folks do try to avoid setting up DNS services.
If it's a larger organization and somebody else is managing the server and the network, then you'll probably need to contact the IT folks for assistance; to learn the network setup and DNS requirements, and if there's a problem with the server itself.
The basic web URL "hyper link IP address path" — without using DNS — usually looks something the following, where you'll need to replace 10.20.30.40 with the IP address of your server:

UptimeJeff has posted a URL that specifies the AFP file system; an OS X file share. That's used if you're connecting to an Apple storage service somewhere on your network. You might alternatively need to specify smb://10.20.30.40 or such, if it's a Windows file server. (There can be additional requirements for connecting to Windows Server systems, too.)
If there's local IT staff available here, please contact them for assistance. If these are your own local systems and your own local OS X Server system, then some information on the server will be needed. (If you're on a NAT'd network, you'll also need to get DNS services configured and working on your local OS X Server system and your network — you'll not be able to skip this step and reference ISP DNS servers here — or things can and usually will get weird.)

I purchased an album last night. When I downloaded it, there was a problem with 2 of the songs. I went back to available downloads

The first step in the update process via iTunes on the computer is a backup.
Restore the device from the most recent backup.
If data is lost, then it is merely the fault of the user for not backing up the device or saving their data regularly.
Once the device is in recovery mode, the ONLY option is to restore.

I've got a similar problem. iTunes v10.2 worked fine, but when I tried to update it to 10.5 I got a 'Bonjour' error. I eventually solved that but I still couldn't upgrade to 10.5, so I deleted every single Apple, Quicktime, iTunes, etc file on my PC using Revo Unistaller (because the normal Windows Add/Delete programs wouldn't work) but now, when I install the latest iTunes version from scratch (on XP SP3), it says: "the installer encountered errors before it could be configured.... your system has not been modified"
Any ideas?

This error message could result from an incorrect setting for date and time, or an operating system which does not have the latest updates installed. It's a good idea to have your location setting on automatic. Turn on the wi fi in your mac for a minute or so, to allow it to automatically search for your present location. Do this even though you have the correct time Date settings displayed.

HT203200 I purchsed 2 albums and was charged for both, but only one downloaded to my Itunes account. The Billy Joel album did not even offer to download. It said there was a problem with the store at the end of the purchase.

They might just be temporary holding charges which will disappear off your card within a few days or so.
If they do appear in your purchase history then you can try the 'report a problem' page to contact iTunes Support : http://reportaproblem.apple.com

For your credit card not being accepted (it is a credit card, not a debit card ?), then is the address on your iTunes account exactly the same (format and spacing etc) as on your credit card bill : http://support.apple.com/kb/TS1646 ? If the issue persists, contact your credit card company and verify that they and any company they use to process credit card authorisations have the correct information on file.

You need to delete the current copy of the broken track from your library before it will be offered up for download. It may help to close and reopen iTunes.
If the problem persists and you can't get a good version of the file contact the iTunes Store support staff through the report a problem links in your account history, or via Contact Support.

Anything you downloaded with the first Apple Id will forever be tied to it, and will always require it to update.
The question here is, why did you think you needed to create a new Apple ID? What was the problem with the first one?
To get rid of th old one, you'll need to delete everything you downloaded with it, and then sign out of the ID in several places around the iPad.
Go to Settings->iTunes & App Stores->Apple ID->Sign out.
Repeat the process, for Facetime, Messages, Mail and any other App you need to sign out of.

Does the name and address on your credit card match exactly the name and address on your iTunes account, and have you checked with your card issuer to see if they are ones who are declining it ? Is the replacement exactly the same as the original ie same memory size & same version? If so it may require updating the OS software before trying to restore your stuff from the backup.
