    Under Product Categories choose iTunes;
    Then choose iTunes Store;
    Then choose Account Management;

    Purchases using one Apple ID cannot be merged or transferred to another Apple ID. Purchases are forever tied to that Apple ID used. You have to decide which Apple you want to use for purchases and stick to that Apple ID so that you can share: Settings > iTunes & App Stores > Apple ID : > use the same Apple ID here to share purchases.

    Personally, I would never use a debit card online, for security reasons.  If your card gets hacked its your money that is stolen.  At least with a credit card it is the card providers money that is stolen.
    Anyway,  I would delete the app and re-install.  If you paid for the app in the first place you will be able to re-install free of charge.  Also, the app should allow the in-app purchase to happen again as it should recognise that you have already purchased it previously.
    Finally, it might be that the 3G doesnt have as much ram as more recent models of iphone and you may have applications running in the background that are preventing the app to function with the in-app purchase unless you shut down any apps eating all you memory that are running in the background.  Shut-down these apps (and the simpson tap out app) by exiting to your home screen and double-tapping the home button to show what apps are running in the background.  press and hold any of the open apps until it starts shaking.  close all the apps down.  exit then re-launch the app.

The representative who assisted me said that I would have those $20 posted back into my Visa card if it didn't go through. The service never got to happen and failed. Prior to this I made a purchase from the iTunes Store for $7.00, which they never billed me. So until I pay for the previous iTunes purchase, I am not allowed to download any applications. This is the reason why I need the $20 back from the separate request I made with apple which never worked out. Cause as soon as I pay for the previous iTunes purchase that I made apart from apple, then I could once again start to download and install applications. I have a week already without downloading apps. Please refund my money back a.s.a.p.

    Where are you looking to download them from ? You might be able to redownload them via the Purchased link under Quicklinks on the right-hand side of the iTunes store homepage on your Mac's iTunes. If that album shows there but doesn't have the cloud symbol against it for redownloading then that implies that it's still in your iTunes library

    I don't believe so. This is a feature that was not available too long ago - being able to re-download music purchased from the iTunes Store without having to pay for it again. If there is a song previously purchased with your Apple ID that is not available in your iTunes library or is in your iTunes library but wasn't transferred to your iPhone and you want the song available on your iPhone when away from your computer, you can download it direct on your iPhone by selecting the iCloud icon next to the song. This doesn't take into account any songs previously purchased with your Apple ID that you don't care for and would never re-download.
    Just keep Show All Music off. If there is a song you want available on your iPhone in the future that has not been downloaded, you can turn Show All Music on and download the song followed by turning it back off.
