How to know the rest of money in a credit card and the total of purchase amount?
What do you mean 'the rest of money in a credit card' ? All you can see on your purchase history is what you've bought, you can't see how things were billed nor the total amount that you've spent in the store - you will need to sum your purchases yourself to see the total.

Sometimes if you make a purchase for the first time, use a new billing method (ie credit card) or the App Store terms have changed, I've noticed that you need to press the "Buy" button twice for the purchase to actually go through (ie, you press Buy, you agree to the terms, and you have to press Buy again). You won't get double-charged.
You can check if the purchase is actually downloading by looking in the Purchased tab of the App Store - the Mountain Lion installer will be there if it worked. If not, try the Buy button again.

An app charged my credit card and the way the app described payment options, I believed it would charge me a monthly fee, not a yearly fee. I'd like the charge refunded, how can I do that?
You can Contact Apple for Refund by filling your personal Information in below link :

But its not 100% Guaranteed that they will issue a refund as per there Policy Terms.
But in extreme cases they gives you a Refund for 1 time as an excepiton. -

If your credit or debit card is declined or your getting the message the security code (CVV) or zip code is correct please read the below article:

If you have called your credit or debit card provider and they aren’t able to to resolve this for you then your only option is to try a different card or switch to iTunes gift cards. Apple iTunes cannot solve credit or debit card issues as they ARE NOT YOUR CREDIT OR DEBIT CARD PROVIDER. -

Create a NEW account using these instructions. Make sure you follow the instructions. Many do not and if you do not you will not get the None option. You must use an email address that you have not used with Apple before.

I have two Apple accounts the one on my I phone and computer are the same the one on my mini i pad is different I have credit on my mini i pad however, when I purchase an App or movie I am charged on my credit card and the $40:00 worth of I Tune cards is by passed I have tried to change the mini i pad account details to be the same as my computer and original apple i.d.account however, it will not allow me to do I have tried to reset the mini i pad but not all the way to factory otherwise I would loose all my data. I have visited a genuis bench at Fountain gate however, they tell me I need to ring apple support which I will do on the next working day.
You are going to need to change the email address you use with your old ID. Once you have got access to your old account you will then log into both accounts at the same time on your Mac and transfer your data to a single account. We can do this later, but need you to get access to your old account first.

If you have an iTunes credit, any purchases will be processed against that credit first.
