Generally this is a sign that the iPhone had previously been
hacked/modified/jailbroken and the update relocked it to the
original wireless carrier. If this is the case, only that wireless
carrier can unlock your iPhone. You must contact them to see
if they offer unlocking and if you qualify.
Where did you acquire this iPhone?
What wireless carrier did you use before this problem?
Does the app Cydia appear on your iPhone?
What does it say when you look at Settings=>General=>About=>Carrier?

I tried to restore my iphone last night but it show this massage we're sorry we are unable to continue with your activation at this time on my itunes. As i wanted to get back all my apps and info to the iphone, but no i couldnt, because of this massege. is there anything tht i can do?

This is usually a symptom that the phone was hacked/jailbroken. Was it?

I have recently got an iPhone 4 out of no where it has decided to think that my headphones are in and they are not but does work with headphones in.
Then later on within the same day it after turning my phone on and putting it on charge it comes to the screen stating to connect to iTunes/emergency calls only/no service so I connect it iTunes and it says we are unavailable to continue with your activation at this time. The message you describe is usually presented when a phone that has previously been jailbroken, hacked or otherwise been altered in an unauthorized manner. If this applies to your phone you will have to find help elsewhere. The terms of use of this forum prohibit discussion of unauthorized altered devices. -

"We're Sorry, Activation Server Temporarily Unavailable, contact Customer Care...Could Not Be Completed?"
99.9% of the time, the cause of this issue is the fact the phone was jailbroken/hacked to unlock it for use on networks other than the network the phone was originally locked to. Apple maintains a database of officially unlocked iPhones, and when Apple's servers detect phones such as yours, activation stops & you get the message you got.
So, you need to get a sim card from the carrier the phone was originally locked to, or get it officially unlocked, if you want to activate it. Because it appears that it was not officially unlocked. -
Now update ios 6.1 through itunes, but it is not activating

If so you'll have to go elsewhere for assistance because the terms of Use for this forum prohibit discussing support for jailbroken phones.

I unlcked my iPhone via Telenor like 1 hour ago, and it says i have to restore the phone thru iTunes, when i try to do that and are wrtiting my pin.code after its done, i get this msg. we're sorry we are unable to continue with your activation at this time.

Sorry but i have seen your reply in this same issue in a lot of thread by keep saying this is jailbreaking or unlocking problem,
but this issue happen on Factory Unlock Phone and even iTouch and iPad...
So i don't think u actually are helping by keep saying same thing again n again, while the problem could be from another thing...

I bought a new iPhone 4s from a electronics shop here in Norway today with a norwegian network. When I tried to activate my iPhone, I got this message:
"We're sorry, we are unable to continue with your activation at this time"
I also tried to activate the iPhone from the phone itself, but it gets stuck when I try to type in the PIN-code and tells me that I have to write in the PUK-code, even though I haven't typed in the wrong PIN-code. I've tried to hard reset the phone, reboot the computer and turn off the firewall, but nothing worked.
Could this have anything to do with the fact that I've changed network provider, and it's going to take about 10 days for the new SIM-card to work?Hope you already found a solution, if not try this:
