You normally need to provide some sort of payment method (in part as proof of residence in the country) before you can get even the free apps. It is possible to set up a new iTunes Store account just for free apps, but you have to create a new Apple ID; you cannot use an existing one. If you want to do that, take a look here:
http://support.apple.com/kb/HT2534
Read the steps carefully as the order in which you follow them is critical. Note again that you can do this only when creating a new Apple ID. You cannot use an existing ID.
You will of course not be able to get anything other than the free content without entering in some sort of payment method (credit card, prepaid iTunes card, gift certificate, etc.)
Regards.

When I try to download a free app, it asks for my credit card info
How can I download a free app without giving my credit card data?
You can also create an iTune and App Store account without credit card details
1. Sign out of current Apple ID if you are sign-in to one (important)
2. Go to App Store and select a free app
3. Tap INSTALL APP
4. Create New Apple ID
5. Confirm Your Country
6. Agree with Terms and Conditions
7. Fill in your Apple ID and Password (you must create a new Apple ID; don't use your old Apple ID)
8. Create and answer your secret question
9. Select NONE for Payment Method
10. Fill in Billing Address
11. Submit application for new Apple ID
12. Wait for verification email
13. When email arrive, verify your account
14. Start downloading your free apps -

Why am I getting A message of ...MZCommerce.CreditBalance Mismatch.Mobile message when I try to download a free app like adobe reader on my new IPod
Try to go to Settings and then Store. Tap to your Apple ID and select View Apple ID. Now choose to check your payment information and when you're done tap Done. I had to rewrite my three digit code of the credit card and now it works.
Oh, I also activated Genius for Apps but I don't think it makes any difference. -
How do I remove my credit card from my account? Right now I have debit or credit card and when I try to download a free app like Facebook, it tells me to update my billing info and won't accept it blank. It says I owe for a previous purchase.

How do I remove my credit card from my account? Right now I have no* debit or credit card and when I try to download a free app like Facebook, it tells me to update my billing info and won't accept it blank. It says I owe for a previous purchase. When I try to download a free app after log in the iTunes gets cut off with a msg update security question where do I do this?? I can't download anything
If you have a credit card on file on top of your gift card then it is asking you to confirm the security code for the card, which for a Visa or MasterCard is 3 digits located on the back, or AMEX has 4 digits on the front. This happens just to ensure that you are the account holder, and would happen from time to time whether it was a free or paid app, even if you have a credit through your gift card. This doesn't mean that your credit card will be charged.

When i try and download a free APP its asking for my credit card information? what do i do?
There are only two ways to purchase apps without a credit card. You can either redeem an iTunes gift card or create a new Apple ID to use without using a credit card by following these steps exactly: http://support.apple.com/kb/ht2534.

Hi...
When you post for help, please tell us which MacOS X you have installed.
Install the appropriate combo update ...
For v10.6 Snow Leopard > Mac OS X 10.6.8 Update Combo v1.1
For v10.7 Lion > OS X Lion Update 10.7.3 (Client Combo)
Then restart your Mac. That will reinstall the App Store for you.
See if you can download an app. -

Why can’t I select None when I edit my payment information?
http://support.apple.com/kb/ts5366
If None is not available - On your computer launch iTunes and click “iTunes Store” in the left navigation pane. Click the “down arrow” next to your name at the top right side of the page and click “Account.” Enter your username and password and click “View Account” to log into your account information. Next to your Payment Type, click “Edit.” Select the “None” button and click “Done.” Confirm that your card has been removed by returning to the Apple account information screen. Under Payment Type, it should say that there is no credit card on file.

Go to Settings>Safari>Clear History, Cookies and Data/Cache. Restart the iPad. Restart the iPad by holding down on the sleep button until the red slider appears and then slide to shut off. To power up hold the sleep button until the Apple logo appears and let go of the button.
