I just redeemed 100.00 on itunes and am trying to make an in-app purchase on a game and it let me make one purchase, when i went to make a second purchase a message popped up telling me to contact itunes support, not sure why??

Unable to complete an in-app purchase, keep getting error messages although i can buy other products on the apple store.

I'm trying to make an in-app purchase, but after entering my apple ID, amessage comes up stating I cannot make the purchase. That the ipad is not connected to the itunes store. My ipad is connected via wifi through the hotspot on my iphone. The ipad is also connected to my laptop with itunes opened. I don't understand what the issue is.

Try this first - Reset the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons.
This works for some users. Not sure why.
Go to Settings>General>Date and Time> Set Automatically>Off. Set the date ahead by about a year.Then see if you can connect to the store.

I keep attempting to make a in app purchase and it keeps saying payment declined although I have plenty of funds when I check my account. What can I do?
I assume that you are trying to use a debit card ? If it is then I don't think that they are still accepted as a valid payment method in all countries - from this page :
You may be able to use other payment types in your country, like debit and Maestro cards
which implies that they are not accepted in all countries, and there have been a number of posts about them being declined.
For a card to have a chance of being accepted it needs to be registered to exactly the same name and address (including format and spacing etc) that you have on your iTunes account, and have been issued by a bank in the country where you and your iTunes account are. If it is then you could check with the card issuer to see if it's them that are declining it, and if not then try contacting iTunes Support (these are user-to-user forums) and see if they know why it's being declined (but you might not be able to use a debit card) : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management -
