If you go beyond the credit from a gift card the balance will be billed to your credit card account.

No, it is asking you to register with your Amazon user id and password. Your Apple ID won't work.

There seems to be a billing problem with the iTS. I've been trying to make purchases today (Dec 9th) too and it reports either the iTS can not process payments or it says my card was declined. I even changed the payment method to Paypal (which is never declined) and still no go.
I don't think it is "you" but a problem at Apple. Some popular new apps were released recently like Logic Pro and perhaps they're getting bombarded as they did when Lion was released.

Try this:
- go to settings>itunes & app store
- tap on your apple id
- select view apple id
- select payment information
- if you have the option none select it
- select done to the top right
- now try downloading the free app again

This is Little John from Street Corner Symphony. I'm glad you like our music, but it also ***** that the iTunes store doesn't have it available for sale down there. Unfortunately, Sony is picky about that stuff for some reason. The bad news is, it's not Apple's fault and there's little we can do because Sony's the one holding all the cards.
The good news? We're no longer with Sony, so when we release our first album in a couple months, we should be able to make it available worldwide so you don't have to resort to torrents. Hey Edgar, how exactly did you do the updates? Are you running iTunes 11.2.2? And you iPod 5 is still running iOS 6.1.2 as your tag shows? or are you running iOS 7.1.1? More info would be helpful. Sounds like you have an outstanding balance. You have to pay that of before you can make purchases, even free ones. Add a valid payment method to your account

I've made many purchases before on this card only all of a sudden istore and the app store are refusing it. Every time I try to download an app it says there is a billing problem with a previous purchase please update your information. Every time I do it says your payment method was declined please enter another payment method. But I've been using this payment method for over a month and half now, so whys it doing this now. Please help, I've tried changing my password, I've tried re entering all the information, but nothing's working. I can't even update my apps because of it.

If your card isn't being accepted, there is a reason it is being declined. Maybe you made a small typo with the address you entered, maybe an abbreviation is off, but something is causing your credit card company to deny the charge. These types of online vendors automatically send the details you entered to your bank's computer system, so even tiny differences like entering "St." instead of "St" are enough to cause problems. If that isn't the problem, you'll need to sort it out with your bank.
The message about your previous purchase means that iTunes was never able to receive payment for an order on your account. If your card keeps gettng declined, you might need to pay for that order with a different credit card or an iTunes gift card before you can buy anything else. You should probably email iTunes Store support to see if they can look over your account and locate the source of the problem is.

As RG says, if you're in the US, you haven't allowed for the sales taxes charged by your city and state. You'll need to buy something less expensive, add a credit card, or redeem an additional iTunes card.
