I have bought and downloaded a movie to my iTunes account but when I try and watch it either on my PC or on my AppleTV it says I haven't purchased anything?!?!?!?!?!?

Details, please. Purchased from where, the iTunes Store? If so, does the movie appear in iTunes, and if it does what happens when you select the movie and click Play?
It's really difficult to offer advice with so little information to go on, so please post back and give us the complete situation. We can then probably come up with suggestions.

I have read about some cases where movies rented or purchased on one device will not play on another device. Seems to happen mostly with Apple TV and iPads. One way some have worked around it is to cable from the downloaded device to a TV or Apple TV.
Were these movies purchased or rented from iTunes? Not sure, but that almost sounds like a iTunes Password problem. Maybe try checking that you're signed in as the same account that purchased the movies.

I redeemed a gift card on to my daughters Itunes account however everything she downloaded came off my credit card. I have now marked this as NONE expecting this resolve the situation, however now when she tries to buy music or apps it won't let her. You cannot and need to ask Apple to reset your security questions. To do this, click here and pick a method; if the article doesn't list one for your country or you're unable to call, fill out and submit this form.
Changing the rescue email address requires supplying two of the answers. They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

It sounds like you added credit to your iTunes Store account but in iTunes Store on the Apple TV you are being prompted for a verification. I would start by double checking that the gift has been redeemed to your account with this article either on your computer or iOS device:

If so, then Restart the Apple TV:

Restart your Apple TV by selecting Settings > General > Restart.

Well no, not from my experience. Last night, with a balance of about $42 in the iTunes store (several gift cards this summer) I purchased a 4.99 app - credit card was charged, not the balance in the iTunes store.

Get on a computer with iTunes. Click on your email in the iTunes Store, and hit account. Change billing info to None as card type, make sure billing address is correct, and hit done. It will then save, and allow you to make your purchases.

You can only remove a credit card if you are on the computer. If you are trying to remove it via a device like a iPod you will not be able to do it. However if you are on the computer you click on sign in in the upper right hand corner of iTunes, then view account then edit payment information. Once you get there click none.

I open iTunes and try and play a song through my mac most of the songs come up locate? then the download from i tunes symbol comes up but when i try and download them it won't work and also a lot of the songs are missing

Delete the references to them from the iTunes library and then either redownload them from the iTunes Store or use the Transfer Purchases function.
