I have downloaded itunes, icloud, safari on my pc and can't connect with any of them. Icloud was the last program installed, when entering my apple id it says there's an issue with the server.

Why it's like that I don't think that Apple have said (these are user-to-user forums). If you haven't downloaded it on your iPad then have you checked to see if you can download it on your computer's iTunes (Store > Check For Available Downloads menu option) or Apple TV ?
If it doesn't show on either of them then you can try contacting iTunes Support and see if they will let you download it on a different computer/device or refund or credit you : http://reportaproblem.apple.com

Why does the youtube results differ when entered via apple tv.
I want to watch a youtube video via my apple tv but the device cant find the video I want. But when i use the exact same keyword via my mac it finds the video im looking for. This is really frustrating can anyone please help.
Actually it's nothing to do with Apple. The Apple TV requires that video is in H264 format, the main YouTube website uses other types of video, therefore YouTube transmits an H264 only version. Clearly they do not give as much priority to that site and sometimes don't include all the videos on their main site or take longer to add them.

The 'problem with a previous purchase' message implies that iTunes wasn't able to collect the money for your last purchase - until that is paid you won't be able to download anything else from the store, including free items, updates to apps and redownloading past purchases.
You will have to enter payment details that are accepted by the iTunes validation, or (and if they are available in your country) redeem an iTunes gift card onto your account : Pay an unpaid balance in the iTunes Store - Apple Support -

Repair youe Apple Software Update.
Go to START/ALL PROGRAMS/Apple Software Update. If it offers you a newer version of Apple Software Update, do it but Deselect any other software offered at the same time. Once done, try another iTunes install.
If you don't find ASU in All Programs, go to Control Panel, Add & Remove Programs. -

I have an account for apple but this is not acceptable for i cloud. It say it is correct ID and password but this is not icloud account. So my phone can not connect with my computer and not synchronization too. Last a few months i have not use this phone. Just i start to use again. If you do have your iTunes content stored in a backup somewhere, on your iPod, or the hard drive it was originally on is no longer available, I'm afraid you are out of luck.
You can redownload most iTunes purchases again via iCloud using the instructions in this link.

For all other non-iTunes purchased content, you'll need to rerip or redownload them from their original source.

This procedure is a diagnostic test. It’s unlikely to solve your problem. Don’t be disappointed when you find that nothing has changed after you complete it.
The purpose of the test is to determine whether the problem is caused by third-party software that loads automatically at startup or login, or by a peripheral device.
Disconnect all wired peripherals except those needed for the test, and remove all aftermarket expansion cards. Boot in safe mode and log in to the account with the problem. Note: If FileVault is enabled, or if a firmware password is set, or if the boot volume is a software RAID, you can’t do this. Ask for further instructions.
Safe mode is much slower to boot and run than normal, and some things won’t work at all, including Wi-Fi on certain iMacs. The next normal boot may also be somewhat slow.
The login screen appears even if you usually log in automatically. You must know your login password in order to log in. If you’ve forgotten the password, you will need to reset it before you begin. Test while in safe mode. Same problem? After testing, reboot as usual (i.e., not in safe mode) and verify that you still have the problem. Post the results of the test. -

iTunes 10.3 is not available anywhere yet at the time I am writing this. Keep checking throughout the day.
iCloud won't be available as a final product until Fall (Sept. 23 - Dec. 21). You might check to see if you have access to the beta with the app store and iBooks, but you will need 4.3.3. -

If you only changed the name of your ID rather than creating a new ID, just go to Settins>iCloud and tap Delete Account then sign back in with the new name. (Deleting the account from your phone does not delete it from iCloud. Your data will be synced back to your phone when you sign back in.)
If you created a new ID, you'll have to go to Settings>iCloud on your phone and turn all data you are syncing with iCloud (contacts, calendars, etc.) to Off. When prompted choose to keep the data on your iPhone. (If you are syncing iWork documents with iCloud, also open your iWork apps and turn off iCloud syncing and choose to keep the documents on your phone.) After everything is turned off, scroll to the bottom and tap Delete Account. Next, set up a new iCloud account using your other ID, then turn syncing for your data (contacts, etc.) back to On. When prompted, choose Merge. This will upload the data to your new account.
You won't lose any photos in your camera roll or photo library. If you have any photos in your photo stream that are over 30 days old that are not in your camera roll or saved on your computer, be sure to save these to the camera roll before deleting the account. To do so, open the photo stream album on your iPhone in the thumbnail view, tap Edit, tap all the photos you need to save to select them, tap Share, then tap Save to Camera Roll.
