If then else , any other way?

Question

Requesting your idea in reforming my code to pass through 3 sets of validation process.
Each "if validation_passed" checks are function calls and return a boolean true or false and proceed to the next validation
and any failure would result in a table update with "Failed" Status.
Is there a efficient way of writing the code to avoid dml redundancy?

If I understand you, your concern is whether Oracle would have to evaluate all 15 conditions every time. If that is your concern, it need not be. Oracle can short-circuit the evaluation of multiple predicates as soon as the first predicate fails. See the documentation on short-circuit evaluation
For this reason, you would generally want to put the most restrictive condition first (unless, of course, that function is substantially more expensive than the other functions)
