My iPad 3 is not charging with the supplied charger consistently

My new iPad 3 for ATT (64gb) that I just bought from the Apple refurbished store is having major charging issues. I was using my old iPad 2 Apple supplied charger and a 6ft aftermarket USB cable for the last 18 months or so with zero problems.
I plugged in my new iPad 3 the day after I got it because the one I got the day before needed to be replaced. The one I have now is from my local Apple store. I noticed after a few hours, that it displayed 72% and the NOT CHARGING display at the top. I tried several different cables (I sell them and have a few hundred), three different 10W chargers in the next 10 minutes and none would work properly. I used  the wall outlet, then tried an extension cord from my UPS and then the extension cord from the wall and that didn’t work either. Several of the old chargers, including the iPhone block chargers would tease me and start working only to stop a minute later.  I waited for an hour or so and tried again, the new charger and cable did charge it to 100 % from the wall outlet.
The next night, I plugged in that same 10watt original charger again from the wall at 32% and woke up 7 hours later to 58% and NOT CHARGING again. I tried the original aftermarket charger and the aftermarket 6ft cable in the wall and got it to 78% before it showed the NOT CHARGING again. I’m now at work using a third party 10w charger and a generic 6ft USB cable. It’s working so far but I don't know for how long.
I never had anything like this with my iPad 2. Does this sound familiar to anyone else? Should I take the charger and cable back to the apple store? Frankly I don’t think it’s either one but I’m grasping for any answer now. This stinks big time.

things that are normal for not charging
using iPhone chargers, using USB ports....they won't work. iPhone chargers put out 5W the iPad wants 10. Most USB's put out too little power to do anything but a trickle charge. So that part is normal.
However, out of all the combos you've tried, most of them should have worked. Make an appointment and get that refurb back to the store to be checked out.
