Replace basic phone with No-Contract $399 Moto X, and have only WiFi data?

The family is on a Shared Talk and Text, 700 minutes, four basic phones and I have a Droid Razr + 30/month data plan, could I replace one or more of the basic phones with a no-contract Moto X and keep the plan? And let the kids hit the WiFi, but not have to pay for when they away from the house? Seems too good to be true.
Sorry for this being my first post, I sure hope I can book mark this so I can come back to it. Maybe the word zygote might help me find it later

It would be a replacement, not a new telephone number, if that makes things clearer. All the same, you are saying Verizon will insist on data, even though no-contract?

As your iPhone has user damage it has no warranty
IF the iPhone originated from Spain or another EU country you can get out of warranty service in any EU country

My yes. Many young ones have them because their parents won't get them smart phones and a lot of my older friends have them. Much smaller than carrying a tablet around. Only other option is there is a carrier that does not require data on their smart phones so you can have talk and text for $35 a month and just use the wifi but you have to pay the retail for the phone is the bad part. I am looking for Basic phone with sliding QWERTY keyboard, that will text and send pictures without a data plan.
I am now on disability and can't continue with the high cost of data plans.

The LG ENV3 will work without a data plan, as will several of the older "multimedia" phones and basic phones. My husband is still using an LG VX 5400; my mom uses an LG VX 5200 and both send and receive picture messages (though they are small). I'll go down your list one by one.
1. Access mail - which I know that the iPad can do.
Enough said.
2. Save an excel or word or ppt of PDF attachment for review.
You can view these types of documents natively on the iPad as Tgara has mentioned.
3. Open an review and maybe change a excel or word file.
There are many apps that allow this. I personally prefer Apples iWork programs, Pages, Numbers, Keynote. They tightly integrate with iCloud.
4. Resave such above files.
With Pages, Number, Keynote you can save/resave files in iCloud and locally. Also you could use dropbox to save your files on dropbox and provide a way for you to share a folder with coworkers/family and they can add/view/review files from there and you can see the changes on your device.
5. Reply to a mail attaching a file.
This is possible in many ways. From dropbox, or another app you can email files with the share button.
6. Be able to rename files and store them in specific folders.
This goes back to dropbox/iCloud. iOS doesn't really have a traditional file system. If you save a PDF it isn't saved anywhere you can just open it. You would have to open an app that supports view PDFs and select the PDF you wish to view. The same goes for documents, spreadsheets and etc.

The movie had gotten to the point that I could watch it all the way through but it still said processing and got stuck at that point and when I turned off the wifi to try to restart it, it deleted its-self but did not free up any of the storage It was taking up
Restarting my iPad does not help
Some thing similar also happened to my old laptop when trying to download the iOS 5 update to my laptop when it came out. It kept getting disconnected and every time it would try to start over and act like what had already been downloaded was not there though it was still taking up the storage space.
And it continued repeating until it took up all of my storage space. The data file would not show up anywhere so I had to restore my laptop to the factory settings and that worked for awhile but I eventually had to get a new laptop.
