Songs in the cloud via Match are unavailable on a Touch when not on wifi.....is that correct? Those songs have to be physical files transferred from iTunes to the Touch. Is that correct?

I just wanted to be sure that I understand this correctly. I just subscribed to iTunes Match. I did it before manually transferring over a third of my collection. My device is an iPod Touch. If I am not on WIFI, my device will not have access to the songs that I did not manually transfer to the Touch....am I understanding that correctly?

You are correct. You should download some music whilst you have a wifi connection.
