Streaming app does not work, no cellular excuse given.

Question

I have an app that promises live rugby league games in Australia, the app is called " NRL 2014 " . It has various features that work very well including replays of games however when I tried to view a live game I received pop up banners about location issues. So I proceeded to contact their help centre which is a forum board,here is the link to the discussion https://crowdsupport.telstra.com.au/t5/NRL-2014/Could-not-view-match-location-is sue/td-p/260135
I use an ipad that does not support cellular, and rely on my home router for wifi connection. I use it regularly to stream from various other live broadcasts without any problems. I do not understand their explanation.
This is their reason as to why I cannot access the live games....

Hi all,
Quick update on users that are experiencing issues on iPad 2 WiFi only model (no 3G/4G Sim Card):
As there isn't a physical GPS module available in this device, location services can only be obtained via Crowd-sourced WiFi Location Services
Here is an excerpt taken from the link above by Apple on how this works:
"If Location Services is on, your device will periodically send the geo-tagged locations of nearby Wi-Fi hotspots and cell towers in an anonymous and encrypted form to Apple to augment Apple's crowd-sourced database of Wi-Fi hotspot and cell tower locations. In addition, if you're traveling (for example, in a car) and Location Services is on, a GPS-enabled iOS device will also periodically send GPS locations and travel speed information in an anonymous and encrypted form to Apple to be used for building up Apple's crowd-sourced road traffic database. The crowd-sourced location data gathered by Apple doesn't personally identify you."
In short, if the WiFi access point you are using at the time of accessing content on the NRL app isn't actually listed in the crowd-sourced database, we will not be able to identify you.
Whilst not ideal, it is a situation that isn't controlled by us. However, we would suggest trying the following:
Connecting via a different WiFi hotspot
Connecting the the current WiFi hotspot using a device that has a GPS/Mobile Connectivity, so that the WiFi hotspot can be added into the database with a location that will help identify
The 2nd option however may not guarantee it will work, depending on how often the crowd-sourced databases are updated
Apologies that this may not sound ideal, but it's the explanation that makes sense, especially when you were able to connect through using your iPhone device.
To the other user experiencing a separate issue on Android devices, our developers are still investigating on the cause and I'll keep you posted on any updates on that front.
